Fit & Proper test opens Pandora’s Box

I hear the SFA had asked for clarification on Craig Whyte’s alleged disqualification as a director, without getting confirmation one way or another, since the issue was initially brought to their attention by the landmark BBC documentary, Rangers: The Inside Story.  Rangers disclosure to the Plus Exchange (where the club’s shares are traded) on Wednesday that this specific BBC allegation was correct, was the information the SFA needed before they were in a position to act and apply a Fit and Proper Person (FPP) test to Whyte.

Dramatic though it sounds, failing a FPP test, in itself, is only likely to cause superficial damage to a club or its owner.  An owner would need to resign as a director but he could allow the other directors to continue running the business, or he could appoint a proxy to take control of the business, which is often the way controllers run football clubs anyway.

What is of more interest, however, are matters likely to be disclosed as part of the SFA investigation.  The Association would require Mr Whyte to explain what he did to be barred from holding a directorship for seven years, something the BBC lawyers would be able to question Whyte on in the witness box, should he actually sue, instead of repeatedly threatening to do so.

Of most interest to the SFA will be Rangers financial submission for their Uefa licence, which enabled the club to be nominated as Scotland’s participants in this season’s Champions League.  A condition of participation in Uefa competitions is that no debts to tax authorities due on 31 December the preceding year remains unpaid on 31 March.

In September HM Revenue and Customs gained permission from the court to freeze £2.3m of Rangers money in connection with an unpaid tax bill.  The principle element of this bill has not been disputed by Rangers.  The SFA will now be keen to establish if any part of this bill was in connection to taxes due in prior to 31 December 2010.  If it was, Celtic were entitled to be Scotland’s Champions League representatives, when overcoming the likes of Malmo stood between them and a £15m pay-day.

This is a legal minefield for the SFA chief exec, Stewart Regan, who has my sympathy. Things are about to become interesting.

While we are on the subject of that £2.3m tax bill, HM Revenue and Customs are due to get their hands on the cash after Friday next week, the last day Rangers are able to dispute the debt. If Rangers enter administration prior to that date, the cash would revert to the administrator and the club’s secured creditors would be entitled to it.

    Fergus, IMO, was a bully and that is why Luigi Macari was shown the door.

     

    Now, I think that LM new fine well that to beat the huns, Celtic had to be tough enough and, by this recognition…..LM had already started putting meat on the Celtic skeleton in the shape of, army chef Gary Holt who, IMO, was a 100 per-cent improvement on the utterly hopeless Peter(the pointer) Grant.

     

    LM also wanted to go to the WC USA 94 to spy on some, ball-winning midfielders from Nigeria as, LM knew that FM didn’t want to finance the 1st choice of the manager in the shape of, Rep of Ireland ball-winning midfielder, Alan McGlochlan.

     

    FM, knew that LM knew his way round the block and that didn’t sit too well!

     

    FM brought in TB and, IMO, ruined TB’s managerial career in the process!

     

    FM waited 4 years until a manager who could stop the hun-juggernaut was found in the shape of, Wim(the Tim) Jansen.

     

    Amazingly, but then again, not surprisingly, Wim Jansen and Murdo where shown the door as, FM didn’t have any intention of even trying to stop the hun onslaught, driven by Advocatte! IMO!

    Rangers couldn’t win over Celtic fan Dylan McGeouch

     

     

     

    Dylan McGeouch has revealed that a plea from Rangers legend Walter Smith was still not enough to stop him returning from Ibrox to his first love Celtic.

     

     

    The 18-year-old Hoops fan started his career at Parkhead before moving to Rangers in 2008, but was persuaded by Celtic boss Neil Lennon to return in the summer.

     

     

    McGeouch introduced himself to the Celtic fans in style last week with a wonderful solo goal after coming on as a substitute to seal a 5-0 win against St Mirren, and was at Parkhead yesterday morning to publicise the club’s Christmas coaching courses.

     

     

    Asked if former Rangers boss Smith, who stepped down at the end of last season, had tried to keep him at Ibrox, the midfielder was keen to stress it was not a snub, but said: “Yes, I was in a few meetings with Rangers before I came here and there were a lot of things said.

     

     

    “It is hard to say what without going into details but they wanted to keep me. It wasn’t saying no to him (Walter), we didn’t really speak about Celtic, it was more about what he could do with me with Rangers.

     

     

    “I didn’t play them (Celtic and Rangers) off each other, it was really about what Rangers could do for me and as a Celtic fan I just thought Celtic was the place for me.

     

     

    “I wouldn’t move to a club for the financial side, you would need to be happy and obviously Celtic was the team I grew up watching so I thought I would be happy here, which I am. Once I made my decision, it was the right one for me and to come on in my home debut and score obviously helps me and helps me settle into the team as well.”

     

     

    The Glaswegian revealed he still keeps in touch with some of his former team-mates at Ibrox who congratulated him after last week’s goal.

     

     

    “A few of the boys texted me and said congratulations,” he said. “I’ve got a good relationship with some of the boys at Rangers, I get on well with them outside of football so it was good to get a wee message off them.”

    Interview: Recent Crisis proved to Celtic Manager that he could Cope..

    NEIL Lennon remains comfortably ensconced as the manager of Celtic, 49 days after the afternoon which initially looked as though it could sink him.

     

     

    When the half-time score from Rugby Park stood at a numbing Kilmarnock 3, Celtic 0, it looked like one of those seismic days which might bring down an Old Firm manager.

     

     

    There was no hope for Tony Mowbray when Celtic lost 4-0 at St Mirren in 2010 and Lennon could have been similarly done for in Ayrshire. And he knew it. “You ask yourself questions. When you are 3-0 down at Kilmarnock you think ‘do you hand your resignation in after the game if it goes to 4 or 5?’ It would have been totally unacceptable for someone like myself, even though I’ve never been under any pressure from ‘upstairs’.

     

     

    “I didn’t think we were in such a bad position [overall] that the sack was looming. But if results had continued and the gap had got a lot bigger in the league, so that we couldn’t see ahead of ourselves, then I could understand it. But the one thing I didn’t do was hit the panic button. I thought there was plenty of time and we just needed to get some consistency in and claw our way back into it.”

     

     

    At Rugby Park that day he had started to worry. Was the unfolding horror a reflection of a lack of managerial ability? Self-doubt rushed in on him but the mood changed as Celtic pulled back a goal, and then another, and eventually an equaliser. Emerging with a point and a 3-3 draw amounted to taking a step back from the precipice.

    Time will tell if it was a true turning point in Lennon’s managerial career but right now he is looking much more secure and his team once again looks as though it is responding to him. They were unbeaten for 10 games before losing narrowly to Atletico Madrid on Wednesday night.

     

     

    Lennon remains an Old Firm manager who has yet to win the league title, and his shelf life will be dramatically shortened until he rectifies that. But 21 months in charge of Celtic – as caretaker and then permanent manager – have convinced him that it is a job he has the substance to handle. “I have learned that I can do it,” he said. “I can take the pressure and not panic. I know that even if things are going well you don’t get too high, you just concentrate on the job.

     

     

    “I have enjoyed the high-pressure games. I have enjoyed that side of it and enjoyed testing myself. I’ve enjoyed the European games too. I think I’ve developed. I got a few things wrong along the way and I’m not saying I won’t make mistakes as we go along, but I am pretty pleased with how we are going.”

     

     

    The idea of a composed, thoughtful Lennon is at odds with the common public perception of an impulsive, emotional, even angry character. That does not particularly trouble the man himself because he knows he has much more to offer than that. “Listen I wouldn’t have got the job if I was just a rabble-rouser who shouted at people in the dressing room and put Irish music on . . .”

     

     

    Last month Celtic sliced Rangers’ lead in the championship from 12 points down to four after four consecutive league victories. The gap will return to seven if the champions win at home against Dunfermline Athletic this afternoon before Celtic then face an awkward fixture away to Dundee United tomorrow. United have lost only one of their last five league games.

     

     

     

     

    Having clawed back a big deficit already, Celtic will be calm about falling seven points behind if it happens again today. “I think they are a wee bit more relaxed because they are seeing signs of consistency in the performances,” said Lennon. “I think the fans were pretty pleased with the performance against Atletico because there were good signs. It’s a long season. I remember being seven ahead of Rangers in January in Gordon’s [Strachan] last year here and Rangers won it on the last day of the season. It is far too early to be talking about clear winners and losers.”

     

     

    Having exonerated Biram Kayal from blame for ducking out of the way of Atletico Madrid’s winning goal on Wednesday night, Lennon also absolved the Israeli midfielder for his public boast that Celtic were better than Rangers. The remarks had not been meant to be disrespectful, he said. “I don’t think he meant it to come across that way. He believes we have a good team and good players, but we need to prove it on the pitch.

     

     

    “It’s possible it could go to the wire again this season. I didn’t envisage that we would have three defeats in the league by now but then I didn’t envisage Rangers having three home draws. All I am concerned with at the minute is keeping the winning run going up until we play Rangers here.”

     

     

    Scott Brown and Victor Wanyama will be available for the Tannadice match but Joe Ledley is out and Emilio Izaguirre, Kris Commons, Mark Wilson, Cha Du Ri and Thomas Rogne remain unavailable.

     

     

    Lennon said he would have talks with Daniel Majstorovic next month to determine whether the 34-year-old will be given a new contract for next season. “I haven’t sat down with him yet,” said the Celtic manager. “He has a big season and a European Championship to play for and he has to maintain the level of form he has shown in the past month. He has a big six months coming up.

     

     

    “I will talk to him in January and see what he wants to do, but he is quite relaxed about the situation. I am not saying there is no contract for him. We’ll sit down in January and see where it takes us.”

    FORMER Rangers director Paul Murray has claimed that reservations expressed six months ago about Craig Whyte’s takeover of the Ibrox club have now come to pass.

     

     

    At the end of a week when Rangers produced a set of unaudited accounts and Whyte disclosed that he was disqualified from acting as a director for seven years, prompting the SFA to ask the club for clarification over the matter, Murray has raised concerns over the direction of the club.

     

     

    Murray’s views were last night rejected as “irrelevant” by Rangers. But he spoke out after growing increasingly frustrated about talk of the club going into administration. Whyte has admitted that if Rangers lose a tax tribunal to HMRC and face a bill of up to £50m, administration is a possibility.

     

     

    “I am puzzled that administration is even being discussed, as there is absolutely no need for it,” Murray told The Scotsman. “The HMRC tax tribunal will not deliver a decision until well into next year so at the moment there is no tax liability to pay.

     

     

    “If Craig Whyte has delivered on the commitments he made in his takeover circular – he explicitly promised to invest new money in Rangers, and we have no reason to assume that he has not fulfilled his promises – then there should be no cash issues at the moment.

     

     

    “He has now produced a set of unaudited accounts. Why? What is [accountants] Grant Thornton’s view of Rangers as a going concern? Even last year when we had all the problems with the bank, we had the accounts signed off. In my 25 years in business I have never seen a company like this not have accounts signed off.”

     

     

    Murray was a member of the independent sub-committee of the Rangers board of directors set up to assess offers. In April, the sub-committee announced it had “major concerns” over Whyte’s proposal, and released a statement which expressed disappointment that documents they had reviewed “ultimately did not reflect the investment in the club that we were led to believe for the last few months would be a commitment in the purchase agreement”.

     

     

    An alternative £25m investment proposal was then put forward by a consortium led by non-executive director Murray. But the counter proposal failed, and Murray was removed from the board shortly after Whyte completed his takeover in May.

     

     

    “Everything we said has come home to roost,” said Murray last night. “I don’t take any pleasure from that, because my overall view is one of sadness. Talking about administration, being pursued by suppliers, and the possibility of a fit and proper investigation at the SFA … it’s humiliating and embarrassing.

     

     

    “As a board we spent a lot of time with Craig Whyte ensuring that he knew what the cash flows were. There seemed to be an unwillingness to go into any level of detail of what the cash flow was. I could not believe that he took on an unquantified tax liability. I have never seen anyone do that. It’s like buying a house, finding out it has subsidence, then buying it anyway.

     

     

    “Mr Whyte indicated during the takeover that he was prepared to meet any tax liability arising from the current case up to a significant level. I am interested to know – and all Rangers supporters deserve to know – what has changed with the club’s finances since May to bring about the cash pressures we now seem to face, and whether players might have to be sold to make up the shortfall.”

     

     

    Murray added: “It is also important to acknowledge and defend the track record of the previous board.

     

     

    “Craig Whyte has criticised the past regime but in the two years since Sir David Murray stepped down as chairman, we reduced the club’s debts from well over £30m to well under £20m, and the football club won four out of six domestic trophies.

     

     

    “In addition, the bulk of the current playing squad, one of the strongest in recent times, was assembled at significant cost.

     

     

    “That is not a bad record, by any measure, and I am pleased to see Ally McCoist’s team doing so well in the SPL today.

     

     

    “I have no personal issue with Craig Whyte, and nor do my former colleagues who stepped down following the takeover and more recently. We just want to see the club’s best interests being served and for Rangers to remain competitive here in Scotland and in Europe.

     

     

    “We await news of when Rangers will hold their agm, when the shareholders and supporters of Rangers will have the first chance to put questions directly to Craig Whyte. They deserve answers.”

     

     

    A spokesman for Rangers said: “What Paul Murray has to say about Rangers is irrelevant and of no consequence, and most Rangers fans will be aware that he was a director when much of the mismanagement that got the club into its current position occurred.”

    I have just been reading back, and your attacks on Gordon Strachan are an utter disgrace. Now you follow that up with a personal attack on Fergus McCann, claiming that Lou Macari was the real hero.

     

     

    You are happy to come on here and express your “hatred” for Strachan from his playing days, and all this from the man who used to bore us all on a daily basis with his “love” for Gerry McNee, and telling us all that he was greatly misunderstood by the Celtic support. Gerry McNee stuck the knife into Celtic FC and the support at every turn, yet according to you, he is to be lauded as a hero to the Celtic support.

    Nil by Mouth’s 13 point plan to tackle sectarianism:

     

     

    1) The Scottish Government, local authorities and all public sector bodies to adopt a dedicated anti-sectarianism policy and make it publicly available on their websites.

     

     

    2) Every member of Scottish Government staff to undertake sectarianism awareness training by 2015 so they may be equipped with the skills and awareness to challenge bigotry.

     

     

    3) To develop a strategy with trade unions and employers in the private sector to promote policies and initiatives to challenge sectarian behaviour and discrimination in the workplace and make employees aware of relevant legislation.

     

     

    4) Every successful bidder for Government contracts or public funding in the private and voluntary sectors to adopt an anti-sectarianism policy within management policy and include sectarian awareness training for staff and volunteers.

     

     

    5) A nationwide publicity campaign to raise awareness of the damage caused by sectarianism, highlighting the consequences of bigoted attitudes and behaviour. Part of this campaign should focus on sectarianism in sport and the enforcement of any legislation relating to the issue.

     

     

    6) To strongly promote the use of football as a vehicle for challenging religious bigotry and work with football clubs, governing bodies and supporters to establish and develop a sustained and positive publicity campaign to challenge sectarianism in our national sport. Consideration to be given to establishing an autonomous body to combat sectarian behaviour in Scottish football with responsibility for administering sanctions that require all clubs to take responsibility for operating and demonstrating. Funds to be made available to supporters’ trusts to create their own anti-sectarianism initiatives.

     

     

    7) The creation of a nationwide fund to support grassroots anti-sectarianism projects right across Scotland and promote best practice. Applications should be considered by a board chaired by a Minister which would also include representatives from organisations with a track record of anti-sectarian work.

     

     

    8) Anti Sectarianism initiatives to become firmly embedded in the education curriculum with the aim that, by 2015, every child in Scotland is equipped with a clear awareness and understanding of the issue. To this end, emphasis should be placed on school ‘twinning’ projects, mainstreaming best practice and appropriate support and resources made available for pupils and teachers. Units on the causes and consequences of sectarianism to be incorporated into the curriculum of the proposed Scottish Studies subject.

     

     

    9) A commitment from Government that the Scottish Futures Trust will engage fully with all 32 local authorities regarding the possibility of building more shared campuses across Scotland.

     

     

    10) A commitment that every law enforcement officer in Scotland receives dedicated sectarianism awareness training and standardised advice on any current or future legislation.

     

     

    11) Production of detailed annual reports on religiously-aggravated crimes and introduction of a nationwide programme of rehabilitation for all offenders convicted of sectarian offences similar to the work currently being undertaken by the Iona Community.

     

     

    12) Explore new ways of reinforcing anti-sectarian messages to young people outside of the classroom including through youth divisionary projects. Anti-sectarianism workshops should be provided, wherever possible, as part of ’Cashback for Communities’ programmes.

     

     

    13) Given the growing evidence of sharp rise in the rates of domestic abuse and anecdotal evidence of an increase in child injuries during ‘old firm’ weekends Government to commission independent research into this issue and provide additional resources to refuge, advice and counselling services during these periods.

    Obviously the failure of Fergus McCann and the present Board are but nothing to the success of those like Gerry McNee and Brian Dempsey. You no longer support the club financially or by your presence at games. Celtic Supporters sing “We support the Celtic as they are the finest in the land. We love them. We don’t care if we win lose or draw.”

     

     

    Trying joining in, be one of us.

    I can’t find it within myself to put money into the kitty of a hierarchy who’ve signed a deal with the devil to keep the huns kneck out of a, deserved noose!

     

     

    We(Celtic fans) aren’t looked upon as supporters anymore, we’re customers but, in this case the customer is never the foremost priority of ‘our’ leaders, as promised by Fergus all those years ago!

     

     

    I will love the men in hoops on the pitch from, the cradle to the grave!

     

     

    As for the men in the hierarchy……
