Fit & proper waste of time

The proposed SFA rule change, that clubs must conduct an investigation into prospective new owners, went through unopposed at the Association’s AGM, currently underway at Hampden.  No formal rules must be observed during this investigation, not even the ‘Gandhi criminal rule’ postulated by (still) SPL chief executive, Neil Doncaster, so a club can look into the matter as deeply as they see appropriate and the former owner can claim he was “duped” after the money appears in his bank account.

This does not strengthen efforts to keep unfit people from owning Scottish clubs, if anything, it provides errant clubs with a defence.  Previously it was explicitly the club’s responsibility to ensure owners were fit and proper, now the club’s responsibility is limited to carrying out an unspecified value judgement.  Tune in soon to hear “We carried out an investigation consistent with best practice, why punish us?”

In this instance, value judgements are worth as much as Ibrox valuations. It’s not the rules that are wrong, the only problem is one club didn’t respect the rules and doesn’t like the medicine.

No mention yet of the dark Fifa cloud hanging over the Association. Perhaps it’s slipped their mind.

    CELTIC have confirmed their participation in another glamour friendly as part of club´s pre-season preparations.

     

     

    The Scottish champions will travel to The Netherlands on Saturday, July 21, to face Dutch giants Ajax as two of Europe´s most famous clubs go head-to-head in a match which is sure to whet the appetite for both sets of supporters.

     

     

    Managed by former Rangers player, Frank De Boer, the Amsterdam club are Holland´s most successful side, and are current holders of the Eredivise title. They have lifted the European Cup/Champions League four times, making them one of the most successful clubs on the continent.

     

     

    Celtic and Ajax have faced each other three times in competitive contests, producing some memorable encounters along the way.

     

     

    Both teams first met in the European Cup quarter final in 1970/71, with Johan Cruyff inspiring Ajax to a 3-1 aggregate win.

     

     

    The next meeting of sides was more memorable for Celtic as George McCluskey´s dramatic late winner in Amsterdam saw them progress to the second round of the European Cup in season 1982/83.

     

     

    In 2001, Celtic faced Ajax in the final qualifying round for the Champions League and it was Martin O´Neill´s side who progressed to the group stages of the competition for the first time following a 3-2 aggregate victory.

    So, Stewart Regan is ‘entirely comfortable’ with Campbell Ogilvie’s position as President of the SFA despite the continuing Inquiries into Rangers’ use of EBTs during his period as Director.

     

     

    Let’s try to bottom out Regan’s comfort:

     

     

    1) Campbell Ogilvie was an Executive Director of Rangers from the period 1989 to 2005.

     

     

    2) He was a director of the SFA from 1990, becoming 2nd Vice President (Treasurer) in 2002, Vice President in 2007, and President in 2011.

     

     

    3) Rangers, the club of which he was Director, initiated an illegal tax evasion scam in 1999, using a Discount Options Scheme to pay players net of income tax to obtain competitive advantage on the field.

     

     

    4) Rangers, in 2000, initiated a 2nd tax scam, an Employee Benefit Trust scheme, the purpose of which was to vastly reduce the cost of waging players by avoiding income tax. Some 63 players, together with 2 former Scotland Managers, received benefits under this scheme, avoiding a total of £45 Million in tax over 11 years.

     

     

    5) While implementing this scheme, Rangers provided many of their players with a side letter to their contract detailing the amounts they were to be paid. FIFA’s Worldwide Rules on the Registration of Players requires that all payments made to players relating to their participation in football must be included in the contract filed at Registration with the SFA. the SFA are the Industry Regulator in this respect in Scotland. Rangers it is estimated fielded dozens of ineligible players in many hundreds of matches saving tens of millions of tax and gaining hundreds of millions of merit and participation payments.

     

     

    6) Campbell Ogilvie is a vastly experienced Football Administrator, so highly thought of within the Game that he is President of the SFA. His experience of football Administration stretches back over 30 years. He knows the Rules intimately.

     

     

    7) As a Director of the SFA, he had a legal responsibility to the SFA and its member clubs to protect the interests of the Game and the Association’s members.

     

     

    8) As Director of Rangers, an SFA member club, he was active in implementing a contractual framework that undermined the integrity of the Game by using illegal tax scams to provide a competitive advantage for his club, to the detriment of all other SFA member clubs, to whom he owed a legal duty of care.

     

     

    9) Ogilvie was a personal beneficiary of the scam.

     

     

    Campbell Ogilvie, as an Executive Director of Rangers was responsible for implementing a scam on the Game of unprecedented magnitude. As Director of the SFA he was responsible for failing to disclose the scam on the Game he was helping to implement. As a Rangers employee, he was financially benefiting from the scam. When he resigned from Rangers, he was ‘rewarded’ with an £80,000 pay off, the purpose of which is unknown.

     

     

    Stewart Regan is entirely comfortable that Campbell Ogilvie is the leader of Scottish Football, ultimately responsible for upholding its FIFA mandate to protect and foster the Game in Scotland.

    ANNAON :- Duped in the fact that I did not not know anything about Rangers not paying their tax or that the rules were being broken. Like most football fans all I wanted to do was support my team on the pitch and didn’t bother enquiring into what was going on in the background. Let’s be honest until Paul started this site how high a percentage of Celtic fans paid much attention to the finance side of things and how their board dealt with them

     

    When I did find out I said I thought it was wrong.

     

    At youth level we try to teach our players not to cheat so I would be a hypocrite to defend it because it involves Rangers

  24. What’s fit n proper ? – has buckets of cash to play with or operates sustainably with due regard for the community the club serves . Where is the model the spl should follow ? (apart from celtic recently). It’s not in the bloated whale carcass that is the epl, it’s not in hertz, the ironic thing is if CW had had 200 ml ( a drop in the ocean for some epl clubs) to invest, all this would have been brushed under the carpet. Fit n proper, post Sir david Murray, I don’t think much of Scottish Football knows what that is. I look forward to the day when I dread a visit form the dons because they’ve been wallopinp us.
