Gilmour remarkable rant against Doncaster, echoes of 2012

The Twitter outburst by former St Mirren chairman, Stewart Gilmour against SPFL chief exec, Neil Doncaster’s appointment to the SFA board, called “a bloody disgrace” and “in there as a puppet”, is remarkable on any level.

Despite working inside the game for many years, all Gilmour offered was the kind of Twitter rant any of us could come up with.  In short, that the SFA appointed someone they knew, with influence in the game.  If you are looking for the specifics behind Gilmour’s objection, you will not find it.

What Gilmour didn’t say was who supposedly was working Doncaster as a puppet.

Decisions made by the SPFL in 2012, when the league decided not to invite Newco Rangers (then Sevco) were not universally popular on the St Mirren board.  You heard other echoes of that time last year when Gilmour suggested that one of the Celtic Park backroom team was pulling the strings of Scottish football: “Some of the chairmen that attend the meetings will not take Peter [Lawwell] on. I think he’s got too much power on other clubs.”

We can only guess who Gilmour believes is pulling Neil Doncaster’s strings, but I suggest it is laughable, whoever it is.

    Absolutely, but when the SMSM print it then you know you’ve done their work for them. It’s all about keeping the myth alive and sometimes we don’t help ourselves by dissecting Sevco games like we do. I’d rather treat them as an irrelevance as a front ( even though, like most here, I had bit my finger nails to the bone watching it). I think Rod made similar claims during a Russian music awards and it was also published by the Daily Rectum. Like I said, just feeding the myth as they see it, not GIRUY ya dirty bassas and stop pretending you’re the same club ……reality!

    The auditor’s report in respect of the annual financial statements (i.e.

    Sometimes it’s better to be lucky than good.

     

     

    Take last Sunday. A day when Celtic’s manager should have walked straight out of Ibrox along Paisley Road West and into the casino at Springfield Quay to stick a year’s wages on black.

     

     

    Because absolutely everything was coming up for Brendan Rodgers.

     

     

    So please, leave me out of this theory that Graeme Murty was being schooled by some sort of managerial mastermind as Rangers lost to 10 men.

     

     

    That has been the talk amongst a lot of fans who are using this latest derby defeat as proof that Murty is in way over his head his against Rodgers and not up to the job of taking my old club back to the top.

     

     

    Excuse me, but what have these people been watching? If they can’t see the strides Rangers have made in a very short space of time under Murty then they don’t have a clue what they are talking about.

     

     

    And to use last Sunday as a stick to hit him over the head with is just a massive over-reaction to another painful result. I sympathise because I’m hurting too. I’ve been a Rangers man long enough to know winning means everything, especially on derby day.

     

     

     

    But I’ve watched the game again and keep coming back to the same conclusion – the only real difference between Celtic and Rangers on the day was a massive slice of good fortune.

     

     

     

    Yes, Rodgers has taken all the plaudits because of the decisions he made in the second half. And who am I to disagree?

     

     

    I take my hat off to the guy because, as a manager, he is different class.

     

     

    When he made the call to take off James Forrest and replace him with a striker, with his side down to 10 men and the game balanced at 2-2, it was incredibly brave and bold management.

     

     

    But what happened next was also incredibly lucky and he’s fortunate it all went his way because had Rangers won 3-2 it would have been him and not Murty who has spent the last week under fire.

     

     

    Why did he start with Dedryck Boyata and a back three when this was always going to be the most vulnerable part of his team?

     

     

    Why then change a midfielder for a striker with the game in the balance?

     

     

    Rodgers would have had to find answers to some seriously difficult questions but he was spared from that because the gods were smiling on him. Had Sean Goss showed Odsonne Edouard down the outside – as he should have done – then the Celtic sub would have been unlikely to score the winning goal two minutes after coming on to the pitch.

     

     

    That wasn’t down to Rodgers being a genius, that was down to sheer luck.

     

     

    Long before that Rangers could have had the game wrapped up when they were by far the superior side.

     

     

    Had they taken one of their chances to make it 3-1 in the first half then I’m pretty sure Celtic would not have come back from it.

     

     

    They got another break early in the game when Goss was too inexperienced to realise he had to take one for the team when the ball broke to Tom Rogic seconds before the Australian curled home Celtic’s first goal. Goss should have cleaned him out before he had a chance to line up his shot.

     

     

    Celtic got lucky again when David Bates had to be carried off right after the Rogic equaliser because the youngster has been Rangers best defender for some time now.

     

     

    I am absolutely certain Bates would not have got on the wrong side of Moussa Dembele seconds before half time the way his replacement Fabio Cardoso did – allowing Celtic to end the half on a huge high.

     

     

    There was another massive moment at the end of the second half when Alfredo Morelos missed an open goal from two yards out. On any other day he scores to level it up.

     

     

    I would even go as far as to say Rodgers got lucky again when Jozo Simunovic was sent off because, for as long as the game was 11 v 11, Rangers were the better side.

     

     

    It was only after that moment Celtic really got to grips with the game and I know from experience how a match can change when one side goes down to 10 men. The decision gave Celtic a shot in the arm and created a siege mentality.

     

     

    Rangers didn’t react well to it at all.

     

     

     

    That was frustrating to watch because they should have been moving the ball quicker and using the whole of the pitch to tire their opponents and open Celtic up. That they failed to do that was another sign of inexperience and, yes, Murty has to take his share of the blame.

     

     

    But he will learn from it and so will his players.

     

     

    I agreed with every word he said after the game and I’m a bit surprised that he has retracted some of it. He wasn’t too harsh at all.

     

     

    Yes, all three of Celtic’s goals could have been avoided. Yes, Rangers could and should have played better after Celtic went down to 10 men.

     

     

    And yes, these players might just have missed the best ever chance to get one over on their old rivals.

     

     

    Murty was right on all points but that doesn’t mean that Rangers won’t recover and become stronger for it.

     

     

    What I see is a work in progress both on the pitch and in the technical area. These are inexperienced players working for an inexperienced manager.

     

     

    But where Rangers are now compared to where they were under Pedro Caixinha is night and day.

     

     

    The manager and his players now need to regroup and bounce back quickly. By the time they head to Hampden to face Celtic in the Scottish Cup semi-final on April 15 their tails should be up again.

     

     

    But most of all, they should realise how far they have come together and how far the gap has been closed.

     

     

    What I saw was a Rangers side which no longer lives in fear of Celtic. I described the fixture as a boxing match and Sunday showed me Rangers are now confident enough to go toe-to-toe with their old rivals for the first time in a long time.

     

     

    The fact they were so disappointed on Sunday tells me this is a group of players who will be bursting a gut to put it right at Hampden.

    You highlight a very good point about the FFP rules and how they have tightened in practical terms over the last 5 years and how they cannot and should be ignored.

     

     

    On previous occasions, clubs would submit their UEFA applications and their home body, such as the SFA, would grant the licence as long as the application appeared compliant with the rules. They would then later advise UEFA that the licence HAD BEEN granted.

     

     

    In many respects the likes of the SFA would rely on the submissions made by the club concerned and on the most recent set of accounts which, as you say, should contain an unqualified going concern clause.

     

     

    In these circumstances, Uefa were automatically behind the game in that they were checking submissions long after they were made and would continue to do the same thing on the key dates of 30th June and 30th September. Further, they were relying on accounts that were the most recent but still aged in real terms.

     

     

    In September 2011, there is an e-mail from one SFA official to a Rangers employee which effectively says that whilst their submissions to June 30th are nor perfect (they were also not truthful but that is another story) they have passed muster thus far and that hopefully Uefa will be too busy to actually take up any ongoing issues.

     

     

    This is hardly the language to be found in a case of the licensing body properly administering a proper and truthful licensing system.

     

     

    I understand that the checks are now conducted far more quickly and that the SFA, having been caught doing precisely nothing in 2011, upped their game in 2012 but remain suspect when it comes to properly applying the rules.

     

     

    In the case of FC Giannina, Uefa argued that any club who submitted false or inaccurate accounts or financial information as part of a licence application should be deemed to have never applied at all. The CAS did not actually rule on that submission having already revoked Giannina’s licence, but you can see where Uefa are going. If the financials are shown not to be true and accurate as at the date of the application, then the licence application, let alone any licence granted, should be deemed null and void.

     

     

    In the current instance, as I understand it, the vital going concern clause is not only qualified but states clearly that continuation as a viable going concern is absolutely dependent upon Dave King injecting a further £7.5 Million into the business within a specified period of the date of the accounts.

     

     

    That statement is now an historic one and it will be incumbent upon any Licensing body to ascertain if that has actually happened within the timescale specified?

     

     

    Some money has come in from Alastair Johnston’s private funds and from Close Brothers – but as I understand it these are loans and both will be reflected in the balance sheet. However, the full sum has not been delivered and at the same time it is public knowledge that despite giving the undertaking to inject funds, King has also told the courts that he is impecunious and now has to find not only the “going concern” money but also the funds for the Takeover Panel’s enforced share offer.

     

     

    Further, while KIng could inject money and sign a note saying that he is not looking for the money back at the moment, the same cannot be said of the emergency loans from Johnston and Close. In addition, as I understand it, King has personally been asked to repay money lent to him by one of the other directors which he used to buy the company in the firts place.

     

     

    But it gets worse.

     

     

    As we know, Rangers have taken various players on loan or supposedly bought them on a deferred payment scheme.

     

     

    The Eurolicence application requires a club to declare what sums are due to, or are about to become due to, other football clubs.

     

     

    Since the date of the very qualified going concern clause, Rangers have not reduced their financial obligations and instead have actually increased them — To Hamilton Accies, To Close, and potentially to other football clubs re options to buy.

     

     

    Accordingly, the £7.5 Million promised by King may well now not be enough to actually get over any going concern qualification, especially as the Close money must be repaid within a 12 month period.

     

     

    I have said before that Uefa were all over the licence which was granted to Rangers last year and that the SFA breathed a sigh of relief when this was taken no further after the defeat to Progres.

     

     

    This year, that same licence application will show a worse financial position and will contain a clause where the going concern clause is totally dependent on King and is in part supported by short term loans from Close and from someone who has not as yet been cleared as fit and proper to take part in a football club by the SFA and who was a director of a previous club of similar name immediately prior to it going bust in the past. In fact he was chairman!

     

     

    AJ has also since given evidence to say that he was not aware of certain key aspects of club governance for a prolonged period of time at the previous club, was in the chair when the previous club were fined and sanctioned for the improper registration of players, presided over a board whch has since been found to illegally operate an aggressive tax avoidance scheme and where it has been openly admitted that the policies pursued by that same club, under his chairmanship, amounted to deliberately failing to inform the football authorities of all their business dealings for fear of sanction and with a view to signing players they could not otherwise afford.

     

     

    A furher board of enquiry described the activities of the club Johnston chaired as embarking on activities which were as close to match fixing as you could come.

     

     

    If johnson can’t be seen as fit and proper he can’t finance or invest in a club and so his emergency loan is suspect as regular or recogniseable in terms of FFP.

     

     

    Part of the Res 12 tactics has been to chip chip chip away at both Uefa and the SFA asking awkward, and I mean really awkward, business and financial questions about the RFC submissions, the rules, the practical application or otherwise of those rules, the consequences of gaps and ommissions in those rules, the flawed and downright deceitful public explanations provided by Regan and others via the SFA and highlighting those failings to Uefa, and generally pointing out that in 2011 the Uefa rules simply didn’t work in Scotland.

     

     

    The big question for me right now is what licensing philosophy the SFA and Uefa will adopt. Will it be ” Licences will be granted to qualifying clubs unless ……..” in which case the licensor will positively look to grant a licence, or will it be “Licences will only be granted if the the clubs applying can demonstrate that they comply with the following regulations …………..” in which case the presumption is that you don’t get a licence unless you can meet the criteria or gain exemption from certain provisions under specific circumstances.

     

     

    If the approach is in the latter category then Sevco are in deep shit licence wise if their application and financial position is looked at seriously.

    Pure unadulterated hun propaganda, and so many “if this had happened” and “if that guy had done this” I don’t know where to start.

     

    Anyone taken in by utter BS such as this deserves all the “bad luck” they get. The truth is we beat them because we have better players. Pure and simple, and all the excuses in the world won’t make them better than they are.

    UEFA verbally agreed the 30 June submission with SFA ( so UEFA were told something that let them agree) but rules required a further submission in light of events (like SO’s calling in August 2011 the month before the conversation) and RFC were effectively coached on what to say in the Sept submission.

     

     

    What they did say contained an additional porkie pie but as was suggested UEFA never picked it up.

     

     

    I can hear your brain gears grinding from here.

     

     

    A few weeks back I put forward a scenario based on the above and a letter from Celtic of May 2012 based on which Neganon2 said I was untrustworthy because it explained PL’s stance. To be fair to Neganon2 he didn’t have all the information but when the Comp Off is done I think that scenario will stand up.

     

     

    In the recent article on Johnson it said the SFA had a QC look at the consequences of what CW said at trial. (They did similar in 2015 with the same information that came out later at trial but found nothing to investigate. The difference is that in 2016 the conversation was private with Res12 lawyer. In 2017 the information became public and could no longer be ignored.

     

     

    The foregoing exchange between SFA and UEFA should be part of what the Comp Off looks at. His recommendations on SFA Licensing process should begin with a Mission Statement for them on the lines of:

     

     

    “To understand and apply the rules of UEFA FFP as UEFA intend them without fear or favour and act with fairness to all applicants.”
