I’ve bought tickets for the Scotland v Hungary game at the Euros from a friend of a friend. It’s done through the UEFA app.
Download the app, they send a authorisation email to you to activate it. You fill in your details including date of birth and passport number and then the seller notified UEFA of your email. As this email address is linked to your app you then receive the ticket.
It’s a slick easy process. Money wasn’t paid to UEFA by me but I’d imagine that either they are confident enough that touts can’t abuse the system or a payment system could be added “easily enough.”
