How to win friends and influence referee careers

The job of referee has a kind of inverse relationship between popularity and career progress.  Willie Collum has been at the centre of this season’s three major controversies.  He was referee on two occasions when his assistants failed to notice Celtic conceded a goal in crucial league games against Rangers and Hearts (on each occasion the ball crossed the line by inches and remained there for a small fraction of a second).

There is very little a ref can do when his assistant doesn’t flag when the ball crosses the goal line, as we all know, but Collum still suffered reputational damage from some who simply blamed him for being in charge when ‘goals’ against Celtic were not awarded by assistant referees.

It takes a brave decision for a ref to award an injury time penalty for a team losing by a goal in a cup final.  As we noted yesterday, Anthony Stokes clearly had his ankle clipped when clean through with Cammy Bell to beat on Sunday while the Kilmarnock defender never came close to the ball.  This was a foul any day of the week, but having been in charge when Celtic benefited from assistant referee decisions, Collum booked Stokes instead of awarding a penalty.

This incident was almost identical to Collum’s decision not to award Celtic a penalty in the infamous game away to Hamilton Accies in 2011.  With five minutes of the game remaining Niall McGinn was tripped inside the box but Collum booked the player.

The offside rule was subject to a new and unique interpretation that day.  Hamilton ‘scored’ from a set piece with a player alone inside the six yard box who jumped over the ball.  He was in an offside position by several yards and stood in front of Fraser Forster before allowing the ball to pass under him.  Collum also sent off James Forrest for blocking a clearance in an incident which caused a Hamilton player to kick his boot.

All of this followed the infamous incident at Celtic Park when despite looking the other way, Collum awarded Rangers a penalty when Kirk Broadfoot stumbled in the vicinity of Daniel Majstorovic.

Without enjoying the light of robust critical analysis of refereeing decisions that happens in most other countries I’m not sure where we go with any of this.  Celtic Quick News called both ‘goal’ incidents against Rangers and Hearts as assistant referee mistakes so it is only appropriate we record Mr Collum’s significant mistakes when refereeing Celtic, while we ponder the formula for career progression among Scotland’s referees.

I know we covered the issue of Duff and Phelps needing to talk-up any possibility of nullifying Ticketus ownership of future season tickets, Craig Whyte’s security over Ibrox of HMRC being prepared to accept a few pennies in the pound (before HMRC issued a rare statement about the important of paying your tax, “football club or not”), so apologies for repeating myself, but….

Duff and Phelps have agreed no deal with HMRC.  Ticketus retain ownership of future season tickets and the recent court challenge appears to offer little threat, while Craig Whyte retains his security.  In addition, Duff and Phelps have received no offer for Rangers with terms which are within their control.

So, apart from having no offers they can accept, no stadium to sell, no control over future season ticket sales, no agreement with HMRC and having absolutely no idea what they will do when player contracts revert to their full value on 1 June, Duff and Phelps job is pretty easy.

Right now they need to keep all their plates in the air. The very least we should do is cut them some slack as they endeavour to work the angles.

    The Scottish Football Association has written to all 93 full member clubs urging them to come clean over whether they have made any non-contractual payments to their players.

     

     

    STV has obtained a copy of the letter, which was sent to clubs 11 days ago. In it, clubs are asked to declare whether they have complied with Article 12 of the governing body’s articles of association over the last ten years.

     

     

    Dated March 9, the correspondence from chief executive Stewart Regan gives clubs until Friday, April 6 to send “any written agreement(s) falling within the scope of Article 12.3 which has/have not previously been lodged with the Scottish FA in the previous ten years, in respect of any current or former players of your club.”

     

     

    Clubs are then warned they could be referred to the organisation’s Compliance Officer, potentially leading to disciplinary sanctions, if “it is considered that the club may have breached its obligations under the articles…” They are also warned they could be punished if they do not reply to the letter as requested.

     

     

    According to the letter, the request has been made because “it has come to the attention of the Scottish FA that there could be a number of examples of non-compliance with the obligations of Article 12.3.”

     

     

    STV understands the Scottish FA view the action as a simple housekeeping exercise which will give all clubs the opportunity to admit to any rule breach.

     

     

    Article 12.3 of the Scottish FA’s articles of association says: “…all payments, whether made by the club or otherwise, which are to be made to a player solely relating to his playing activities must be fully recorded within the relevant written agreement with the player prior to submission to the Scottish FA and/or the recognised football body of which his club is in membership.”

     

     

    It is made clear that the written documentation required is “including but not limited to all playing contracts, agreements, side letters etc. which relate to payments made to players solely relating to their playing activities”.

     

     

    The Scottish Premier League’s chief executive, Neil Doncaster, and his counterpart at the Scottish Football League, David Longmuir, also received copies of the letter.

     

     

    The request comes during an SPL investigation into allegations that Rangers paid players outside of their contracts, with their inquiry stretching back to 1998.

     

     

    The Scottish FA have already stated they have no present plans to conduct an inquiry of their own, as they would be required to act as the appellant body with regards to the SPL’s investigation.

     

     

    The letter opens: “In light of recent well-publicised events, I would like to take this opportunity to remind clubs of their obligations pursuant to Article 12 of the Scottish FA’s Articles of Association.”

     

     

    Later in the letter, clubs are asked to send in further information. The first requirement asks for “a declaration signed by the club secretary to the effect that your club has complied, without qualification, with the terms of this article at all times throughout the previous ten years.”

     

     

    The second request asks clubs to submit any “written agreement(s)” within the last ten years, with regards to Article 12.3, which are not already in the Scottish FA’s possession

    The assumption was of course the Associations and Officialdom in Scottish football should have been regarded as being beyond reproach.

    The story just ran on STV regarding player contracts, ebt’s, etc would NEVER have even been considered if not for Paul67, Phil Mac, The RTC blog and a number of various posters on here and other Celtic fans forum’s.

     

    Every single one of deserve credit for exposing the corruption in the Scottish game.

    this type of incident is commonplace and the talk after looking at replays are usually whether the ref was right or wrong to award pen

     

     

    thats the crux of this 99.9% of refs would give penalty and then worry about replays but not gollum

  16. Reagan’s aim now is obfuscation. Throw some muck around and say other clubs have been at it. It’s all got to stop now. Let’s not have it happening again. Everyone starts with a clean sheet. The man is as corrupt as those who have gone before him.

    Hopefully Celtic are making the right noises with the right people privately.

     

     

    Hopefully Celtic are taking legal advice and preparing to sink the boot in to the SFA.

     

     

    I would hope Celtic would go public at some stage (they already have on one or two of the smaller issues) but the timing has to be spot on. I suspect the SPL and SFA inquiries findings will prompt something.

     

     

    I also suspect Regans nonsense today will prod a few into action – not just Celtic.

     

     

    Sounds to me like Regan has listened too much to his President pleading ‘do you think we were the only ones?’ Like may rogues and outlaws the rangers seem content with the ‘every one else is bound to be at it too’ argument – even when no one else is.

     

     

    ‘What-aboutery’ as another poster put it – the tell tale sign of having no good defence for your own actions.

  25. @fritzagrandold: If SFA are aware of Rangers’ breaches of the rule, why has it not been referred for punishment? Are they still pretending it’s SPL issue?

  26. Regan is hoping,or knows,that one other club may have skeletons in the cupboard,if so,it will give him an excuse for an amnesty.

     

    Then he will be able to threaten any club who breaks the rules in future wll be severely punished.
