SPL start inquiry while SFA pussyfoot

The Scottish Premier League has acted with clarity, issuing a statement today that they have instructed an inquiry into the alleged non-disclosure of payments to the league by Rangers since the inception of the SPL on 1 July 1998.

The SPL statement refers to rules to “impose a prohibition on players receiving payments for playing football or participating in an activity connected with football except where such payments are made in accordance with a form of contract approved by the SPL and require that all such contracts are submitted to the SPL within 14 days of being entered into.”

They helpfully link to The Rules of the SPL, which is sure to be one of the most read regulation documents in the world this week.

Compare and contrast this action with the goings-on at the Scottish Football Association.

SFA chief executive, Stewart Regan, told Scotland on Sunday the association president, Campbell Ogilvie, is “heavily conflicted” on the subject of the investigation into Rangers and as such would not be a party to conclusions, saying, “Campbell won’t play any part in any meeting, discussion or conclusion on any activities surrounding Rangers”.

It would, of course, be helpful for Mr Ogilvie to tell his SFA colleges exactly what went on when he was general secretary and director of Rangers.  His evidence should be an integral part of the investigation, unless his memory is less effective than fellow ex-Rangers director, Hugh Adam.

Regan spent some of last week dismissing demands for a comment on allegations that Rangers have improperly registered football players for over a decade by suggesting matters concerning the club were under investigation, headed by Lord Nimmo Smith, which is due to report this week.  However, it appears that Nimmo Smith’s secret terms of reference do not include the most important question surrounding the club.  On the subject of improper registration, Regan said, “The board will meet to discuss it within a week or maybe slightly longer. Very, very quickly the board will get together to consider the facts.”

Scotland on Sunday’s Tom English induced a variety of reactive quotes from Regan.  Asked if the SFA would hold an inquiry into Rangers contracts, he said, “That will depend on the board’s view of the facts and what information is there. The situation is changing daily and new information is emerging all the time. We’ve got our hands on certain pieces of information and we’re exploring it and we’re asking for further information. By the time the board meets we will have a fuller picture and if it’s the board’s opinion that they want a fuller investigation then that will be an option. If they feel they have enough facts to draw some conclusions then that will be their decision.”

So now we know that Lord Nimmo Smith’s report is likely to ignore the main issue surrounding Rangers.  Without SFA clarification, we can only guess it will address the Fit and Proper suitability of Craig Whyte to own a football club, surely a complete waste of resources.

We also know that the association might still decide against investigating the evidence of Hugh Adam, The Sun newspaper, and various other journalists, that second contracts exist.

The SFA cannot be dragged along behind the story like this.  Like the SPL, it should issue an early statement of intent to investigate the serious allegations made about Rangers during their president’s time on the club’s board.

Step up, Mr Regan.

    When the inevitable happens and their squad is desimated by redundancies, who feels they will have the stomach for a humpin on the 25th. Liquidation sooner rather than later would be the only option . The hordes are close to breaking point and the prospect of letting our team loose on them will be too much and the axe will fall. Which will be a pity as it would be the cherry on top of the ice cream if it were to pass.

    Meeting between Supporters Direct and FoCUS

     

     

     

    On Monday 27 February, several Trusts including ourselves, Kilmarnock, QOS, Partick Thistle, Motherwell and Rangers met with 3 police officers from FoCUS (Football Co-ordination Unit in Scotland). The Police said they would run buy the main points of the Offensive Behaviour at Football Bill but wanted the session to be about answering our questions. The meeting was held in the Novotel Central Glasgow hotel and lasted just over an hour.

     

     

    We made the point at the start that we are opposed to legislation, think it is unnecessary and could inflame the situation. We made it clear we would be doing all we could to have this legislation changed and supporting fans who may fall foul of it.

     

     

    The police began by giving details about FoCUS. It was created in July 2011 after being asked for by the Joint Action Group to improve co-ordination between forces. They then ran through a brief description of the legislation. One officer explained how being arrested “could depend on the circumstances.” A behaviour could be an offence at one point but not another. They didn’t come across as very enthusiastic about the introduction of the bill.

     

     

    They then talked about the Threatening Communications section. It was emphasised that this covered all types of communications (including flags, scarves and banners) and was not restricted to the internet or football.

     

     

    In ending the police stated that football supporters would see no change in tactics from officers, it would be “business as usual.” The emphasis would be on collecting evidence by camera and making arrests at a later date.

     

     

    The meeting then turned to a Q&A session. The main thrust of questions was regarding the law being unnecessary, and how the police were going to put it into practice.

     

     

    It was soon discussed that Junior games weren’t not covered by the bill despite the fact that one of the largest disturbances was recently at this level.

     

     

    When then asked what was the point of new legislation, they couldn’t give a sensible logical response, it went along the lines of events of last season justified it. They where then asked which events of last season weren’t covered by legislation that are now. The officers could not give an example.

     

     

    A major worry for the Trusts of SFL teams was the consistency of policing. They expressed concern that because crowds would be smaller then the police would be more pro-active. Police acknowledged their concerns saying that they wouldn’t notice any difference and that yes there is difficulty in wading into big crowds but this can be sorted later when the particular match is reviewed and arrests could be made later.

     

     

    It was then asked what were the major changes with the introduction of the bill. The officer referred to the Lord Advocates guidelines. The 2 changes that were mentioned were that songs which reference terrorist organisations and songs which mock footballing disasters were now illegal. The officer said that “bad taste and football related banter” would not be an offence.

     

     

    When asked about specifics the clearest we could get was no Famine Song and no support of terrorist organisations and you know what songs they are and if you steer clear of them you will be alright.

     

     

    When pressed on the issue that really this is a catch all, their response was if you sing about your club, the players and just support your team you will be OK.

     

     

    The final advice was if you think you might be arrested for a song, just don’t sing it, however ignorance will not be an excuse so even if you don’t consider a song an offence you will still be arrested.

     

     

    Suppose this was expected the meeting was all about them rolling out the legislation and “consulting” with the fans.

     

     

    It’s clear from the meeting that there will be conflict as the songs, chants, and banners that we now use and many of us believe to be part and parcel of supporting our team will now be unlawful so we need to be prepared to protect any victims of this legislation and highlight how it discriminates against just Football fans.

     

     

     

    I know there is quite a bit to distract us at the moment but more important than what epitaph will be written on the hun headstone is how to make our own clubs membership scheme such a success we’ll once again be able to compete and beat the likes of AC, Real, Bayern, etc. regardless of hell or high water there’ll always be a Celtic Football Club not matching up to somebody’s ambitions.

    Amidst all this excruciatingly embarrassing series of revelations, Fat Sally is reported to have expressed displeasure that there are “some elements” who are enjoying having a wee kick at Rangers while they’re down, and that they had better get their kicks in while they can because Rangers won’t be in this position for long.

     

     

    What doesn’t he understand?

     

     

    Rangers have lied and cheated their way to honours for the past 2 decades. They have screwed every other club in Scotland, every supporter and every tax payer. They should hang their heads in shame. Those affected are the people who are now having “a few wee kicks” at Rangers while they’re down.

     

     

    “A few wee kicks” is getting off far too lightly. This vile club needs to be punished in full for every instance of cheating, every lie, every theft, every (dis)honour won, every ineligible player, every stolen pound from the tax man, every stolen opportunity from another team.

     

     

    Sally – shut your mouth and show some humility. The actions of your club have brought the game so far into disrepute that we might not remember the way back. You don’t deserve to survive.
