Criminal Justice Information database, where the missing data can be found

Following yesterday’s article on the cosy relationship between the police and Scottish Government, who are alarming a remarkably wide range of society, a flurry of information has been passed back to me, including the following notes on the Integration of Scottish Criminal Justice Information Systems (ISCJIS) database.  The First Minister has stonewalled requests to breakdown religiously aggravated crime, claiming the Crown Office have destroyed their records, but my source suggests the information is available for analysis in the ISCJIS database.  I’m told:

“The material stored (in the ISCJIS database) ranges from simple conviction records, to DNA, and social status. The data is used primarily for presenting Criminal History in court cases, and in identifying suspects in criminal investigations. It is also used of course to measure the social impact of changes in Legislation and Enforcement Policy, as evidenced by the current furore. It will also be used to predict the impact of such changes, particularly as regards Equality and Diversity impacts, which is a statutory requirement of any proposed Legislation.  You see, the ‘missing’ data is actually necessary in predicting the impact on Equality of the Offensive Behaviour Bill.”

“Essentially, if you want to know how many Section 74 Breach of the Peace convictions (Aggravation for Religious Prejudice) or even charges, there were at a given point in time in a given court, you simply search on the Breach of the Peace Conviction Code and add the modifier code ‘P’ indicating Religious Aggravation. All such offences are then returned, with full access (rights permitted) to the Reports and Case Notes.”

To assist the First Minister, below is information on what the enquiry form he has to complete looks like.  This is a link to the operation manual and if he’s really stuck he can call the helpdesk on 0141-585 – 8333.

We can only speculate why the authorities are so reluctant to disclose information on, on a subject so close to their hearts.

OFFENCE AGGRAVATION
DEFINITION: The code for a crime or offence that adds to the Offence Code by highlighting particular circumstances relating to the specific incident as opposed to the actual charge.
DATA ITEMS: Crime/Offence Aggravator.
PERMISSIBLE CHARACTER SET: Code field – Alpha or Zero.
RANGES/VALUES: The code field is 1 character long and consists of an alpha code, which identifies the Aggravation to the offence committed. It is possible that a charge can have a combination of up to 6 aggravations. An aggravation description may be held in a text field within individual systems and will be an automatic expansion of the Offence Aggravation code into text to specify the nature of the Aggravation.

RANGES/VALUES: The code field is 4 characters long and consists of an alphanumeric code, which identifies additional elements of the charge. The code will consist of an alphabetic character followed by 3 numeric characters. If no modifier exists, 4 0’s (zeroes) characters will be transferred. An Offence Modifier description may be held in a text field within individual systems and will be an automatic expansion of the Offence Modifier code into text to specify the nature of the Offence Modifier.

    The agenda is being led here, so we need to address it here. But EUFA are playin their old game as well and, even if it merely stings the elephant, we should have asked for clarification and rationale.

    I am glad any RA chants are gone. You won’t find me fighting against that. I thought the UEFA fine was a perverse decision though and I would have liked Celtic to have appealed against it. They haven’t. I’m not going to lose any sleep over it.

     

    As for the target at work. It was lazy management, but let’s put it this way, eventually everyone knew who was the target, including him, but you’d have been hard pressed to find ahyone who didn’t think it wasn’t merited.

     

    Anyway, as I said I’m not convinced that this is what’s happening in our case, but I wouldn’t count it out.

    The [ ill advised, my words ] Poppy banner was a hammer blow to their future at Celtic Park.

     

     

    I’m not saying this is my opinion. but I think it may well be a major factor.

    Could anyone clarify that if Celtic supporters were singing songs in support of the IRA at the Rennes match in Glasgow, were they actually breaking the law? i.e. Scots Law.

     

     

    If they were then we are already unsure why Strathclyde Police chose not to make one or any arrests.

     

     

    If they were not then why did Strathclyde Police decide to report the matter to an international footballing body?

     

     

    Am I missing something – or is it not Strathclyde Police’s remit to ensure law and order is being observed. If it is – then is that not an end of it?

     

     

    What next? With the SNP’s battle against the booze, should Scots working in the Gulf be careful that they are not grassed up to their employers following secret filming of their public boozing exploits when they’re back home?

    If his workmates and management agreed that his work approach was unsatisfactory, I do not see the need for any subterfuge, by spreading the blame more widely.

     

     

    Equally, if the Board and Uefa and the police all agree that IRA chanting is wrong, they should ALL issue guidance and warning.

     

     

    UEFA have managed to find us guilty of an offence that they had previously cleared us of. They’re more perverse than an Embra Jury.

    Please think again. Celtic cannot do without supporters like you. Celtic are right not to appeal. EUFA were presented with evidence of Celtic supporters (not a lot) singing ‘OOh ah Up the Ra’. We have been found guilty according to the evidence. It is a wake up call for all of us. We celebrated when Rangers FC got their just desserts from EUFA. We need to realise that while our opponents have been totally reprehensible in the past we are not without sin ourselves though nothing remotely to the same degree. Our fans have sung songs in the past with reference to a religion other than Catholicism which would have caused insult and offence to those who are members of that religion including many of our supporters.

     

     

    We need to recognise that we are in the 21st Century and we need to move on and focus on football. We can commemorate cultural events which are important to us away from the football.

  13. I firmly believe that as a support we have done nothing to be ashamed of. I also believe that we should stand up for our beliefs and not run away from a fight.

     

     

    However, to use the guerilla warfare metaphor. We will have more success understanding our enemy and striking were appropriate. There is no point in charging at a far heavier armed enemy.

     

     

    All that will happen is more fines and fans banned.

     

     

    We need to start at home with the brethern of the SFA and Alex Mugabe. Remember that the SNP are still very popular and many still believe there peeled lies. Time to shine a spotlight where it is needed.

    If we have any chance of winning on Thursday then Neil has to play Sammi up top on his own.

     

     

    I seen a bit of the Villareal – Napoli game last week and the way the Napoli players were tackling and harrying the Villareal players when Napoli got ahead in the game (midway 2nd half) was incredible. I was very impressed with the way they played without the ball for the time I saw the match.

     

     

    Udinese will not have quite the same burning desire to get through because it is the Europa League but they will still be formidable opponents. Celtic, if they win, will have pulled off one of their best ever results IMO.

     

     

    I would go with Scott playing behind Sammi, Scotts energy is incredible and he will pressurise their back lot like nothing on earth which could upset their rhythm.

     

     

    If young James is in form and troubling them from the right hand side then good, if he is not after 60 minutes bring on Paddy and drop Scott back to right mid.

     

     

    I’m looking forward to this game because this will be a true test of how well this young team is progressing, I think they are now progressing well again despite a difficult start to this season. Although a draw would mean we would go out, it would be a real good indicator that we have came a long way in a short time.

     

     

    I think we can get the draw and just hope we can go a little better and get the win against the Serie A leaders.

    Celtic beat Raith Rovers 2-1 at CP, mind is muddled, I wonder if anyone can remember if this game had late goals?

     

    Def remember the papers slating us for a throw in.

     

    Double checked with a Bruno fight at the time that I watched in a Blackpool pub.

    Back in the day (as auld sods say), I was a PL1 (the PL stood for Programming Language NOT Peter Lawwell) and Assembler man. I could make computers dance and built some of the first software that worked across IBM and ICL platforms. That was 1973!

     

     

    Cobol (which stood for COmputer Business Oriented Language) was too formulaic with its File sections, Data Divisions and Procedure sections, and didn’t lend itself to state of the art Structured programming disciplines. PL1 was the Dog’s B…. for productivity at the time but to get the hardware to sit up and beg, well machine level code was the Sang-real! Bits, bytes, 0s and 1s just metamorphosed under the control of a warped mid and glinting eye as users looked on with oohs, aahs and considered us trailblazers as spawn of the devil! :-)

     

     

    I can’t believe I remember any of that!!!!

    The previous attempt regarding the tricolour was in the early 1950s. Bob Kelly blew it out of the water. There has been no attempt since. It was 60 years ago for God’s sake.

     

     

    You don’t mention who the person was by name re ‘the Irish tosh’ but I presume you mean Gerry McNee. A bloody imbecile of a man – a total incompetent who was proved to be a total incompetent by hard evidence. He got nowhere with his rantings.

     

     

    The incompetence of GERRY BLOODY McNEE

     

     

    1) Misleading the entire country during a football match between Rangers and Celtic at Ibrox (3-3). By telling viewers that the score was 1-1 and allowing that score to remain on the screen for ages. The ‘equalising goal’ scored by Rangers David Robertson had been ruled offside. Something like 15 minutes afterwards McNeel informed viewers that ‘ahem.. er .. the Rangers goal had been disallowed while we were caught up in the rushes’.

     

     

    2) On a Radio Clyde phone in he told a Rangers supporter to get off the line as he was a moron. The said moron had suggested that Rangers should sign Maurice Johnston from FC Nantes. McNee told him that would never happen followed by his outburst of namecalling of the individual. Er some weeks later Judas signed for Glasgow Rangers.

     

     

    3) Gerry McNee also said that it was a nonsense for Celtic to rebuild their stadium to a capacity of 60,000. They’ll never fill it. 40,000 will be enough.

     

     

    4) During Scotsport, Gerry told us after we had beaten Man Utd 1-0 in our Champios League group that Celtic ‘have given themselves a chance but they’ve still got work to do’. Er the 1-0 victory had put us through. The programme finished while Celtic supporters were celebrating in the stands but it didn’t penetrate Gerry’s thick skull.

     

     

    So is this the guy who came for us regarding ‘the Irish tosh’. I was bloody worried as hell about that.

    Have very vague recollections that there was a late goal.

     

     

    It was 1-1 and if I remember Raith put the ball out for a throw in due to an injured player. If I’m right we took the throw in but instead of giving it back, we put it out for another shy down at their corner flag.

     

     

    They took it, we won the ball and scored directly. They were not best pleased!!!

    I love Irish Rebel songs. Always have and always will. When I first heard The Celtic Symphony (I actually watched it on the Wolfetones video 1988) I thought it was a crap song then and still do today. I’m amazed that the watered down version is played over the tannoy at CP. It was clearly written to line Brian Warfield’s pockets and to totally exploit the Celtic support. I’ve seen a lot of graffiti written on walls over the years but the next time I see “We’re magic – We’re magic” will be the first time.

     

     

    As for re-releasing it, don’t give them ideas to milk us for more cash.
