Criminal Justice Information database, where the missing data can be found

Following yesterday’s article on the cosy relationship between the police and Scottish Government, who are alarming a remarkably wide range of society, a flurry of information has been passed back to me, including the following notes on the Integration of Scottish Criminal Justice Information Systems (ISCJIS) database.  The First Minister has stonewalled requests to breakdown religiously aggravated crime, claiming the Crown Office have destroyed their records, but my source suggests the information is available for analysis in the ISCJIS database.  I’m told:

“The material stored (in the ISCJIS database) ranges from simple conviction records, to DNA, and social status. The data is used primarily for presenting Criminal History in court cases, and in identifying suspects in criminal investigations. It is also used of course to measure the social impact of changes in Legislation and Enforcement Policy, as evidenced by the current furore. It will also be used to predict the impact of such changes, particularly as regards Equality and Diversity impacts, which is a statutory requirement of any proposed Legislation.  You see, the ‘missing’ data is actually necessary in predicting the impact on Equality of the Offensive Behaviour Bill.”

“Essentially, if you want to know how many Section 74 Breach of the Peace convictions (Aggravation for Religious Prejudice) or even charges, there were at a given point in time in a given court, you simply search on the Breach of the Peace Conviction Code and add the modifier code ‘P’ indicating Religious Aggravation. All such offences are then returned, with full access (rights permitted) to the Reports and Case Notes.”

To assist the First Minister, below is information on what the enquiry form he has to complete looks like.  This is a link to the operation manual and if he’s really stuck he can call the helpdesk on 0141-585 – 8333.

We can only speculate why the authorities are so reluctant to disclose information on, on a subject so close to their hearts.

OFFENCE AGGRAVATION
DEFINITION: The code for a crime or offence that adds to the Offence Code by highlighting particular circumstances relating to the specific incident as opposed to the actual charge.
DATA ITEMS: Crime/Offence Aggravator.
PERMISSIBLE CHARACTER SET: Code field – Alpha or Zero.
RANGES/VALUES: The code field is 1 character long and consists of an alpha code, which identifies the Aggravation to the offence committed. It is possible that a charge can have a combination of up to 6 aggravations. An aggravation description may be held in a text field within individual systems and will be an automatic expansion of the Offence Aggravation code into text to specify the nature of the Aggravation.

OFFENCE MODIFIER DEFINITION: The code for a crime or offence which provides additional information for the specific incident as opposed to the actual charge.

The code will consist of an alphabetic character followed by 3 numeric characters. If no modifier exists, 4 0’s (zeroes) characters will be transferred.   1. We can discuss the legitimacy of our songs until we’re blue in the face (I know!), but it wont make a damned bit of difference.

     

    As another poster said earlier, we have to be smart and play the game.

     

     

    The best thing we can do right now is put this battle on the long finger, save it for another day. With everything that’s going on at the moment I feel we are arriving at a crucial point in our club’s history and we cannot afford to be divided for that is what the haters want.

     

     

    The demise of the haters is imminent and they know it, and they will do everything in their power to drag us down with them.

     

     

    There will be worse to come for Celtic and our fans before this season is finished and we need to show a united front and laugh and sing at their snarling desperate faces.

     

     

    Keep the songbook beyond reproach for now lads and give them no ammo.

  2. Apologies for lowering the tone, but the events at the weekend got me thinking: which Scottish team have we had the most last-minute drama with?

     

     

    I can’t think of too mcuh with Them other than for them Edu, Lovenkrands cup final and Flymo at IPox and for us, Sutton to make it 7 or 8 wins in a row? Did Murdo or McGarvey get a last minute winner at Parkhead in the 80s? I think the Jambos (or maybe Dundee United) might be the ones: we all remember Henry ‘Henry Henry Drop The Ball’ Smith in 88 and haven’t we had two late comebacks from being 2-down at home to them? As well as Austin McCann crushing our league hopes in the Seville year.

     

     

    What’s your best ever last minute winner/equalising memory?

  3. If there is one thing history has taught me, its that whilst the entire Scottish Establishment conspires to do all is in their power to tarnish the reputation of us, our club and our very being – from the very top echelons of Holyrood and the HQ of Strathyclyde police;

     

     

    Is that a group of ordinary Celtic supporters will join together somehow pull a rabbit out of the hat in a manner or a way no one in world football has every dared to create or imagine.

     

     

    No one knows where

     

    No one knows exactly when.

     

    No one knows how

     

     

    But we will.

     

     

    We always do.

     

     

    Within a few weeks time this UEFA incident will have been put into the shadows of the laughter, joking and tears are spread across Celtic cyberspace, in Celtic bars and clubs and in Celtic families homes the world around.

     

     

    I am sure of it.

     

     

    I share something very special with an even more special group of people – thats what I am going to focus on.

    Time will tell, – if they made inroads to the songbook it would be different, the Board’s stance, at the moment is they haven’t. (yet)

     

     

    They played ‘Let the people sing on Saturday’ over the tannoid, I don’t see that changing anytime soon regardless of others interpretation.

    I dont think there was a way the board could have taken such an action in the circumstances from last summer, coming from a season in which the club at that point was more unified that it had been in many a year.

     

     

    There is no way they would have taken the gamble to find out how many would have followed through with the threats never to return again.

     

     

    They stood to lose too much from an unnecessay gamble.

     

     

    Not sure its even a valid contemplation – none of the songs are new and all of the mentioned songs would have been sing albeit it only at Rangers games at Celtic Park but certainly at all away games before the GB formation.

     

     

    If the GB had an arm wrapped around them instead of the repeated condemnations this could have been nipped in the bud before now.

     

     

    A collective meeting in pre season to privately air – with no mobile phones or recording equipment allowes – their views and Q&A until everyone was singing from the same hymn sheet, pardon the pun was all it would have taken to sort it out.

     

     

    See things like making junior capor a ball boy for one of the games after the singing video spread like wildfire on youtube, or other collective initiatives which involved the GB in different aspects of the club on an ongoing basis would keep people on board.

  12. Just thought it may be worth mentioning that the world in general has a very different take on the IRA / PIRA than do the British – for obvious reasons. I work all over the world and of the many conversations i have had with people of many nationalities, creed and colour regarding Ireland none apart from the Brits have been opposed to the IRA . Standard conversation in a bar (not so much over the past few years I must admit) once they had established I was Irish and from Belfast, are you Catholic or Protestant? What was the conflict about? And the most common asked question – why are the Brits still there? They, the world that is, are a fairly intelligent bunch and have a very different take on the conflict and PIRA so I do not believe our reputation has been damaged too much if at all. And it most certainly hasn’t by 5 wee words.

  15. been thinking about the sudden withdrawal of the camera polis and the general cessation of the intimidation of the GB by Strathclydes finest- both after the SNP’s quality polis did what he was told to do- I’m wondering if the whole point was to generate the reports to EUFA and the SFA- to support the even it up bill- if so then this might explain Lawells reluctance to challenge them- especially if the politicos let it be known that an appeal would result in a resumption of scrutiny and intimidation- what do you think?

I have no problem dropping the add ons as I had already dropped them, its the less than 0.1% of the crowd I’m worried about, I can’t fathom why the Celtic board accepted this, its incredible and they’re unfit for purpose, if I was part of the Celtic board that made the decision not to appeal, then I’d resign in embarassment.

    I don’t think Vic is a waste in defence – far from it. I think he’s Celtic’s best CB on current evidence. As Lenny said after the game, in the first half he was good, in the second half (when he played at CB0 he was magnificent.

     

     

    I’d go along with most of that line-up, bar the attack, which is going to be the big decision for the manager. Stokes hasn’t been cutting it of late, and on the few occasions wher he’s played with Sammi up front, it hasn’t really worked.

     

     

    If it’s to be Sammi as lone striker (which I think it must be), the best player to play behind him would be either Paddy (2-0 at Ibrox the one and only occasion we’ve seen this pairing – don’t you find that curious?) or Brown (remember how effective SB was when he came on late 2nd half to play behind Sammi in the Dynamo Moscow game?).

    Lol not for a second mate. I’m often perplexed by the manner in which battle lines by some on here when something controversial happens either on or off the park at Celtic. It does my nut in how so many blame the board and in particular PL without being in full knowledge of the facts.

     

     

    Listen if they’re culpable for things, hammer them but I would just like to see a degree of objectivity before the ritual hanging takes place.

    This venture will be a first and although I am highly computer literate, my skills are rooted in the older analysis, design and programming disciplines. I have also programme and project managed many big web integrations but never been ‘on the tools’ (as they say in the construction industry) of web development .

     

     

    I have reviewed a few packages and now downloaded Microsoft’s Webmatrix as my technology of choice. Is it a reasonable choice? Any views or alternatives from your vast repertoire of technical magic (or anyone else’s for that matter) would be greatly appreciated.

    The last 18 months have provided enough evidence IMO.

     

     

    When the sfa rule change to percieved religous association why did the board agree to this ?

     

     

    When that rule change was implemented why did the board continue to expose the Celtic support to criminal behaviour ?

     

     

    When the support decided enough was enough and threatened boycott of away games, the board stepped in to diffuse the situation, why ??

     

     

     

    When the bbc told the world that the Celtic support are sectarian, why did the board stay silent ?

     

     

    When the polis initiated the anti terrorist campaign against Celtic supporters

     

    why are the board stay silent ?

     

     

    Social justice is part of the original Celtic ethos, why has the board dropped this from the mission statement ?

     

     

    Charity is the most basic political message ever sent, the focus of the club ethos.

     

    Politics, how we live and survive, how do you leave that anywhere.

    Ha – I decided that way back when, Terry Butcher and Roy Aitken jumped together in the penalty box and David Syme pointed to the penalty spot for Rangers, in a Cup Final at Hampden.

     

     

    Throughout my life I’ve wanted our Celtic it’s a feasibility issue, and maybe for the next generation of ‘Celts for Change’ this might be some time from now when they reopen Celtic Park, after the top tier has been lying empty for years, following the offensive bill, UEFA fines and yada yada.

     

     

    I saw it most recently when Celtic decided to comply with the Government Summit in Edinburgh, after Rangers and Rangers alone had disgraced the game. If they touch on any other song, my stance will change dramatically, and we’ll need a change of ownership, never mind the board.

     

     

    It all kicked off again in earnest on 31/08/08, when our board stayed silent on TFS atrocity until a fan had the gumption to complain to the Irish Parliament, if we had banned them, we wouldn’t be where we are today.

    You can’t sell me the squinty bridge, but I can believe that what Auldheid suggests is perfectly feasible. :)

     

    It’s possible that many on here have been through or seen somehting similar, on a much smaller scale, at work? I know I have on a couple of occasions. Very recently a section at work was targetted for various bits n pieces which most folk thought was unfair. A couple of the more astute ones quickly realised that it was one guy in particular that was being targetted, but management didn’t want to be accused of targetting him unfairly or harrassment. Not a great example, I admit, but the same tactic none the less, suggested by Auldheid. Perhaps.

     

    I’m not convinced that this is what is happening in this case, but it’s just as plausible as any other suggestion.
