Criminal Justice Information database, where the missing data can be found

Following yesterday’s article on the cosy relationship between the police and Scottish Government, who are alarming a remarkably wide range of society, a flurry of information has been passed back to me, including the following notes on the Integration of Scottish Criminal Justice Information Systems (ISCJIS) database.  The First Minister has stonewalled requests to breakdown religiously aggravated crime, claiming the Crown Office have destroyed their records, but my source suggests the information is available for analysis in the ISCJIS database.  I’m told:

“The material stored (in the ISCJIS database) ranges from simple conviction records, to DNA, and social status. The data is used primarily for presenting Criminal History in court cases, and in identifying suspects in criminal investigations. It is also used of course to measure the social impact of changes in Legislation and Enforcement Policy, as evidenced by the current furore. It will also be used to predict the impact of such changes, particularly as regards Equality and Diversity impacts, which is a statutory requirement of any proposed Legislation.  You see, the ‘missing’ data is actually necessary in predicting the impact on Equality of the Offensive Behaviour Bill.”

“Essentially, if you want to know how many Section 74 Breach of the Peace convictions (Aggravation for Religious Prejudice) or even charges, there were at a given point in time in a given court, you simply search on the Breach of the Peace Conviction Code and add the modifier code ‘P’ indicating Religious Aggravation. All such offences are then returned, with full access (rights permitted) to the Reports and Case Notes.”

To assist the First Minister, below is information on what the enquiry form he has to complete looks like.  This is a link to the operation manual and if he’s really stuck he can call the helpdesk on 0141-585 – 8333.

We can only speculate why the authorities are so reluctant to disclose information on, on a subject so close to their hearts.

OFFENCE AGGRAVATION
DEFINITION: The code for a crime or offence that adds to the Offence Code by highlighting particular circumstances relating to the specific incident as opposed to the actual charge.
DATA ITEMS: Crime/Offence Aggravator.
PERMISSIBLE CHARACTER SET: Code field – Alpha or Zero.
RANGES/VALUES: The code field is 1 character long and consists of an alpha code, which identifies the Aggravation to the offence committed. It is possible that a charge can have a combination of up to 6 aggravations. An aggravation description may be held in a text field within individual systems and will be an automatic expansion of the Offence Aggravation code into text to specify the nature of the Aggravation.

RANGES/VALUES: The code field is 4 characters long and consists of an alphanumeric code, which identifies additional elements of the charge. The code will consist of an alphabetic character followed by 3 numeric characters. If no modifier exists, 4 0’s (zeroes) characters will be transferred.     I don’t see the problem. But then again I’m a Jedi knight so 1. Christ is of no consequence to me and 2. My Jedi powers may be what auto corrects Christ for X.

     

     

    I don’t believe many people actually replace Christ with X because the do not believe. It’s just easier to type.

    Not going into the specifics of your argument with ernie but, as a general principle, the above is untrue.

     

     

    You framed the question and demanded a yes/no response as that would be sufficient for your purposes. The responder is under no such obligation in an argument to limit their response to yes/no. For most of the questions I am asked in life a yes/no response would be ludicrously simplistic. And the clever, non-idiotic thing, to do is to refuse their terms and answer as you see fit to represent your point as best you can.

    I agree that can be the case with most questions, but the question I asked doesn’t fall into that catagory though. Everybody agrees the SNP was partially founded by Anti Catholic people, no arguements there. But he seems to feel to give the impression he thinks other parties at that time where not populated by those who felt the same.

     

     

    I’m asking if that is the case, so a simple yes or no is the correct answer, anything else is just a fudge.

    You have completely misinterpreted the statistics to which you referred. You need to analyse, not just the crimes themselves, but also the victims. You need to ask who the actual victims were. Do not assume, as you have done that the victims were Catholic, if you do you will completely skew your interpretation.

    I stayed for 4 nights in this place last summer:

     

     

    Hotel Gambrinus, Via Piave 35, Rome, RM 00187 Italy

     

     

    It’s in a decent area about 20 mins walk from the historic centre. About 10 mins from the train/ bus station.

     

     

    Like many city hotels the rooms were smallish but perfectly well appointed. My rate included breakfast which included a hot buffet as well as the usual continental stuff.

     

     

    Across the road is an outstanding wood fired pizzeria and plenty of family style restaurants in close proximity.

    told by senior politicians from the snp and the crown office that this data has been deleted/shredded, that as i understand it is the snp position.

     

     

    If, as Paul has shown, that data is still accessible then surely those requesting the said data have the wherewithal ie time, ability, resources and

I took the ‘Queen’s Shilling.’ I had to listen to GSTQ every morning on parade. No problem, I sang The Solsiers Song In my Mind: Offended no one.

    I used the word to refer to the founders of the SNP, so logically it follows that those ‘nutjobs’ where (sic) only founders of the SNP. They may previously have belonged to other parties but I don’t think that’s what you’re asking.

  18. Roman Catholics continue to be overrepresented in Scotland’s prison population, but the situation appears to be improving slowly. Catholics accounted for 28% of Scottish prisoners in 2001, 24% in 2006 and 23% in 2008-09, whereas they constituted 16% of all Scots at the 2001 census.

     

     

    This is one key finding of newly-published desk-based research commissioned by the Public Petitions Committee of the Scottish Parliament and undertaken by Dr Susan Wiltshire, who lectures in crime and criminal justice at the University of Glasgow.

     

     

    Her study follows long-standing concerns raised in the Scottish Parliament and Scottish media about the apparently excessive number of Catholic prisoners, and speculation about the possible reasons for this.

     

     

    But the specific origins of the secondary analysis of existing research and statistics are to be found in Tom Minogue’s Open Petition PE1073 on the topic, which was lodged on 14 September 2007, and in follow-on investigations by the Scottish Parliament.

     

     

    Deep-rooted prejudice and discrimination against Catholics in Scotland and suspected sectarianism in the criminal justice system (especially at sentencing) have often been thought to lie at the root of the problem.

     

     

    However, Wiltshire is inclined to downplay this causation and to locate the primary explanation in the strong relationships between socio-economic disadvantage and imprisonment and between Catholics and disadvantage, which can be documented from the 2001 census and other sources.

     

     

    Age is also a factor. 40% of Scottish Catholics were under 30 at the census, significantly more than was the case with affiliates of other Christian denominations in Scotland.

     

     

    Since almost half of prisoners are under 30, it can be seen that Catholics are disproportionately drawn from the age cohort most likely to be in prison.

     

     

    Likewise, residence is part of the equation, not least in Glasgow, which records both above-average rates of imprisonment and of Catholics among the city’s residents.

     

     

    ‘In sum, the Catholic population is most embedded in the West of Scotland in areas of deprivation, where a large proportion of prisoners are likely to reside. It is also where most Section 74 (religious aggravator) offences have occurred.’

     

     

    ‘The question therefore should shift from asking why Catholics are disproportionately represented in Scottish jails to why so many Catholics continue to live in areas of deprivation in Scotland, particularly the West, and why they score worse on a range of social indicators. It seems clear that Catholics are disproportionately represented in Scottish jails because of the compelling relationship between deprivation and imprisonment.’

    Of course, thereafter analysing how and why these offences were committed in the first place would fill a few PhD papers.

     

     

    Points in it all are:

     

     

    1) The data exists in full form, together with all relevant case notes, reports and other material. It is accessed numerous times each day.

     

     

    2) If we don’t analyse the data, we are misinformed and therefore unable to address the societal issues that continue to vex us all.

     

     

    3) Clearly, the current Scottish Government wants to keep it this way.

  21. Hibernian forward Leigh Griffiths has been given a one-match ban for a gesture aimed at Rangers fans.

     

     

    The Edinburgh club have decided against contesting the punishment after being served with a notice of complaint from the Scottish Football Association.

     

     

    And the 21-year-old, on loan from Wolves, will miss the Scottish Premier League visit to Aberdeen on Saturday.

     

     

    Griffiths made the gesture during Hibs’ 2-0 defeat after visiting supporters jeered when he toppled over.

     

     

    His action was caught by the television cameras at Easter Road and SFA compliance officer Vincent Lunny determined it a breach of rule 200, with “offensive, insulting or abusive gestures” deemed a sending-off offence.

     

     

    A statement on the club website read: “Hibernian FC confirmed today it would not be appealing the notice of complaint issued by the Scottish FA compliance officer against Leigh Griffiths and would accept the one-match suspension offered.”
