Criminal Justice Information database, where the missing data can be found

Following yesterday’s article on the cosy relationship between the police and Scottish Government, who are alarming a remarkably wide range of society, a flurry of information has been passed back to me, including the following notes on the Integration of Scottish Criminal Justice Information Systems (ISCJIS) database.  The First Minister has stonewalled requests to breakdown religiously aggravated crime, claiming the Crown Office have destroyed their records, but my source suggests the information is available for analysis in the ISCJIS database.  I’m told:

“The material stored (in the ISCJIS database) ranges from simple conviction records, to DNA, and social status. The data is used primarily for presenting Criminal History in court cases, and in identifying suspects in criminal investigations. It is also used of course to measure the social impact of changes in Legislation and Enforcement Policy, as evidenced by the current furore. It will also be used to predict the impact of such changes, particularly as regards Equality and Diversity impacts, which is a statutory requirement of any proposed Legislation.  You see, the ‘missing’ data is actually necessary in predicting the impact on Equality of the Offensive Behaviour Bill.”

“Essentially, if you want to know how many Section 74 Breach of the Peace convictions (Aggravation for Religious Prejudice) or even charges, there were at a given point in time in a given court, you simply search on the Breach of the Peace Conviction Code and add the modifier code ‘P’ indicating Religious Aggravation. All such offences are then returned, with full access (rights permitted) to the Reports and Case Notes.”

To assist the First Minister, below is information on what the enquiry form he has to complete looks like.  This is a link to the operation manual and if he’s really stuck he can call the helpdesk on 0141-585 – 8333.

We can only speculate why the authorities are so reluctant to disclose information on, on a subject so close to their hearts.

OFFENCE AGGRAVATION
DEFINITION: The code for a crime or offence that adds to the Offence Code by highlighting particular circumstances relating to the specific incident as opposed to the actual charge.
DATA ITEMS: Crime/Offence Aggravator.
PERMISSIBLE CHARACTER SET: Code field – Alpha or Zero.
RANGES/VALUES: The code field is 1 character long and consists of an alpha code, which identifies the Aggravation to the offence committed. It is possible that a charge can have a combination of up to 6 aggravations. An aggravation description may be held in a text field within individual systems and will be an automatic expansion of the Offence Aggravation code into text to specify the nature of the Aggravation.

OFFENCE MODIFIER DEFINITION: The code for a crime or offence which provides additional information for the specific incident as opposed to the actual charge.
PERMISSIBLE CHARACTER SET: Code field. Alpha, numeric.
RANGES/VALUES: The code field is 4 characters long and consists of an alphanumeric code, which identifies additional elements of the charge. The code will consist of an alphabetic character followed by 3 numeric characters. If no modifier exists, 4 0’s (zeroes) characters will be transferred. An Offence Modifier description may be held in a text field within individual systems and will be an automatic expansion of the Offence Modifier code into text to specify the nature of the Offence Modifier.

    If you or I requested the data it would come in a raw sequential file.

     

     

    Once you have analysed the data so as you understand fully what you have been given, normalised it, developed your database and coded your SQL I’d imagine it would take seconds to run.

     

     

    These guys are not going to provide you there database and I’d imagine the extract you receive may well have misguiding field titles.

     

     

    So good luck with that.

    Its a pity Lunny wasnt around a couple of years ago when 8ers legend 8arry F let off at a linesman who didnt give him a shy. It was very abusive and vile and also less than 5 yards from the match commander with the scrambled egg on his bunnett. B F was very lucky Ed Smith wasnt around!!

    That’s a really fun question. The answer is I don’t know that it would, although I guess it depends what you mean – i.e. they and all other churches never existed or they did and then ceased to exist. Either way I think it requires some thought.

     

    I’m assuming you are asking for a reason, but, it’s worth noting that the supposition behind the question was not made in my earlier post.

     

    In reality religion’s have served their purpose, and we kinda already know what that means… good and bad.

     

     

    By the way, I know it’s trendy to bash atheists as arrogant, but it’s no skin off an atheists nose. Apart from the fact I’ve never met a devoutly religious person whose arrogance wasn’t off the scale scary, an atheist can be content that they have done their level best to understand the facts, or motivations. No atheist worth their salt would ever claim absolute knowledge of anything, but they can say that an honest appraisal of religion is that it’s really not a good enough answer to any of the fundamental questions, except maybe the ‘who’ one.

I’ve been interested in the topic for many years, because the changing motives behind nationalism in Scotland and the power of the movement is totally unique in world politics – the only socialism nationalism movement ever.     Thanks for the stats. It’s worth adding that women also make up a disproportionate number of the prison population, when compared the number of crimes committed. Further it would be interesting see the socio-economic breakdown and the geographic breakdown. Sadly I suspect the vast majority of the prison population are from the poorer parts of the West of Scotland, and Catholics will be more highly represented in these areas.

     

    I’m in no way belittling the usefulness of those facts, but, it might be nice if we looked at it in a less divisive way, because the issue is poverty and social exclusion and the main cause of that is not, presently, religion.

    I’m sure you are talking about a highly advanced database.

     

     

    But if the government has gone to the lengths it has to try and bury this information do you believe you or I if we requested the data would receive anything that would be easily deciphered?

     

     

    It’d be 1 extract file (probably not even CSV) with misleading data field headings. I’m sure the extract would be specifically written by Bill Knox (OO lodge master) to mislead.

     

     

    Or do you believe they’d be helpful?

    I am really excited about tomorrow night.     Police having parties everywhere tonight, thinking about getting their hands on our supporters for “threatening behaviour or behaviour which would be offensive to any reasonable person”.

     

     

     

    To put it into perspective, Eddie Smith would be deemed a reasonable person who took offence at Celtic Park.

    Not religion per se, but prejudice could play a part. Look at blacks in the US, why are they poor? Why are they more likely to go to jail, or be victims of crime? Why are they more likely to be unemployed, or unemployable?

     

     

    It couldn’t be anything to do with the colour of their skin?

     

     

    Prejudice against our fellow human beings takes many forms, but the end results are usually the same, the victim gets the short end of a whole bag of sticks.
