The chain of events started with ticketless fans trying to force their way into a football game. This also was not a conspiracy. It was mob behaviour.

The problem of ticketless was covered at the time in the Taylor Report and no-one disputed that the problem existed. Waiting 20 yrs is quite simply dishonest.
