Not being very well informed on American politics I couldn’t say which of the two choices was the least bad but his election is, to me anyway, surprising.

No one elects a British Prime Minister; the party chooses the PM, not the electorate.
The PM does not need to be an elected Member of Parliament. There is NO Constitutional requirement for a Prime Minister; it’s a convention.
At least (most if not all) other democracies have a defined methodology for electing their “most powerful” politician”.
