Tanks on the lawns of Uefa

The premier business paper where Uefa is headquartered in Nyon, Tribune de Geneve, today ran an advert, paid for by public subscription, questioning the governance of Scottish football.

The advert asked readers to reference The Offshore Game report: Doing SFA for Fair Play and explained some of the issues governance, accountability and oversight in Scottish football.  It reads:

“A report by The Offshore Game (TOG), an arm of The Tax Justice Network (TJN), has highlighted examples of poor SFA governance in respect of:

• A Commission established in 2012 by the Scottish Premier League to investigate the use of employee benefit trusts to reduce the tax paid to HMRC by an SFA member club where the SFA provided key testimony which is now being questioned.

• The processing of a UEFA Licence in 2011 by The SFA when Court Officers called to collect overdue tax from a member club between Champions League and Europa League qualifying games. Proving there were no overdue and unpaid taxes was a condition of granting then retaining a licence to compete in both UEFA competitions. The tax concerned was never paid!

• The SFA have neither commented on the TJN report nor attempted to address the issues it raises. The TJN has called for an independent review of the SFA to make it more accountable.

• A group of shareholders of Celtic PLC acting in terms of Resolution 12 of the Celtic PLC AGM of 2013, have been pressing the SFA for over two years for a satisfactory explanation of their administration of the UEFA licensing process in 2011. In the absence of any meaningful reply they have now taken up the case with the UEFA Club Financial Control Body.

The TOG report highlights the financial cost over a decade to the British Taxpayer in Millions of pounds. The cost to Scottish football in terms of the loss of trust placed in the SFA to govern the Scottish game with integrity is incalculable.

Football fans everywhere are invited to read this important report into the game in Scotland.”

Our game suffers from a perceived lack of oversight, accountability and governance; fundamental requirements in modern sport which have been painfully lacking across world football for decades.  Uefa now have an opportunity to measure where Scottish football, and their own processes, are on these metrics.

    Now, speaking from the point of view of an auld Cellic supporter who can no longer afford to or, is fit enough to attend Celtic games anymore – I held the view a over the piece of the Res12tance that, for this campaign to burst the back of the net like a Murdo-hunskelping-goal, the ‘official’ Celtic-hierarchy would have to jump into the ring swinging a baseball bat. For that to happen, Celtic’s season ticket purchasers would have had to suspend their purchases of season tickets till the hierarchy swung the bat. But, it looks as though the hierarchy have out-foxed Celtic’s ‘paying’ supporters by ushering in a giant smokescreen-squirrel in the shape of Brendan Rodgers. I desperately hope that BR is a success, that dizny mean that will be – we’ll see. Ye see, the disgruntlement that was rising from the supporter base, had the hierarchy worried about a possible drop in season ticket sales, the money that the hierarchy run the club with – your money.

     

    BR was pulled out of a hat and, the hierarchy had played they’re ace in the hole.

     

    They’re banking on the Celtic paying supporters to look the other way – at BR.

     

    It seems to have worked.

     

    Maybe ?

     

    I’ve been hearing that the huns-sevco whatever they’re called could go into administration before August ?

     

    If that happens, Res12tance could be forced away down the menu ?

     

    And, if that happens – the Celtic hierarchy could well think they’re on easy street ?

     

    Who knows ?

     

    So, it’s a case of – back BR or, train yer guns on the hierarchy ?

     

    The hierarchy are playing a cute game.

     

    Too cute for todays paying Celtic supporters ?

     

    Time will tell, as it will a lot of more important things.

    True what you say about US politics : money counts.

     

    My point was that if Res12 could be given a local angle, akin to “tartanisation” for Scottish papers some journalists, not beholden to the craft, might, just might, want to follow it up. Washington Post, anyone? Just a thought outside the box. Might not work but, perhaps, just perhaps, worth a try. Oiche mhaith. HH

    The Board decision to appoint B.R. was surely just about their attempt to improve results on the field of play.

     

    IMHO , a not so tacit acceptance that their decision to appoint Ronny was a monumental mistake and that they had better make a significant gesture to the LOYAL Celtic support that they understood the two year long and overwhelmingly justifiable frustration that some ( many ?) of us felt during our two years of purgatory.

     

     

    Whether his appointment proves to be financially ” worth it ” remains to be seen .

     

    Increased income and increased outgoings.

     

     

    The concerted campaign on C.Q.N. to encourage Celtic supporters NOT to renew season tickets has delivered a magnificent result.

     

    Abject failure.

     

     

    Well done , the Celtic Board.

    I don’t believe there is a single poster amongst us who does not appreciate the efforts of the bhoys involved with Res 12. Regardless of the outcome, it’s accepted I hope, that everyone connected with it gave their time and effort for the greater good of the Scottish game.

     

    Yes there is some frustration but none of it directed towards the effort of the resolution 12 team.

     

    The lack of clarity surrounding Celtic FC involvement perhaps the biggest source of frustration for many.

     

    It seems likely though that we will have some visibility of that aspect within a day or two.

     

    The outcome:

     

    Well it could range from complete success to complete failure. The likelihood is that it’ll fall somewhere between the two.

     

    Anything that results in the SFA knowing they are not free from scrutiny, and actually, I think Celtic will certainly be a more vigilant club in future, can only be a good thing.

     

    One thing I do know with certainty. Regardless of the final outcome, both the SFA and their favoured club will be absolutely sickened by the end of next season when the bhoys blow away every opponent in their path. No number of dodgy refs or dodgy decisions at whatever level will stop us next season.

     

    The crowning glory will be that there will be 60,000 there to witness it every other week.

    It’s Republic Day here, a big holiday so lots of parades and beautiful women shouting into TV cameras in the street. That would never happen in darkest Lanarkshire weather is to be better later, have a good day fellow Celts.

  23. Good Morning all,

     

    Well,everyone else seems to have had a say on res 12 so here is a summary of my understanding of the background and history on this wee adventure.

     

    If I write anything which is factually inaccurate in the eyes of the guys behind the resolution I would be happy to be corrected.

     

     

    When the subject that became Resolution 12 was first discussed,the objective was to get the awarding of the UEFA licence to rangers in 2011 in front of UEFA with a view to making the SFA answerable and accountable for their actions and to force them into being as transparent as they say they are.

     

     

    When it was first talked about in terms of a resolution for the Celtic AGM a lot of people said the required 100 signatures from shareholders would never be achieved.Thanks in no small part to some folks on here the 100 signatures were acquired

     

     

    Then some said it wouldn’t get on the agm agenda…..it did

     

     

    Then some said Celtic would vote it down…..initially they intended to vote it down but,when presented with the evidence,agreed to defer it and to work with the res 12 guys (I think it is the first and only case of a resolution “from the floor” not being voted down)

     

     

    Then some said Celtic wouldn’t actually help but would hoodwink the guys and kick it into the long grass….according to the res 12 guys Celtic didn’t do that.In fact,they have been helpful throughout.

     

     

    Then some said the SFA would stonewall it……well,they did but they had to be given the opportunity to answer the questions before going to UEFA.

     

     

    Now the stuff is with UEFA and the first advert is published and the subject is gaining greater awareness despite the Scottish media refusing to cover it.

     

     

    My understanding is that Celtic will make a statement on this…..we will see.

     

     

    Will UEFA investigate?? Dunno

     

    Will they sling it in a bin? Dunno but,as you can see,there have been doubters at every step of this yet here we are with stuff at UEFA and it is far from over.

     

     

    Ultimately,the doubters may be right but some might argue the guys have already achieved more than many ever expected.
