The premier business paper where Uefa is headquartered in Nyon, Tribune de Geneve, today ran an advert, paid for by public subscription, questioning the governance of Scottish football.

The advert asked readers to reference The Offshore Game report: Doing SFA for Fair Play and explained some of the issues governance, accountability and oversight in Scottish football.  It reads:

“A report by The Offshore Game (TOG), an arm of The Tax Justice Network (TJN), has highlighted examples of poor SFA governance in respect of:

• A Commission established in 2012 by the Scottish Premier League to investigate the use of employee benefit trusts to reduce the tax paid to HMRC by an SFA member club where the SFA provided key testimony which is now being questioned.

• The processing of a UEFA Licence in 2011 by The SFA when Court Officers called to collect overdue tax from a member club between Champions League and Europa League qualifying games. Proving there were no overdue and unpaid taxes was a condition of granting then retaining a licence to compete in both UEFA competitions. The tax concerned was never paid!

• The SFA have neither commented on the TJN report nor attempted to address the issues it raises. The TJN has called for an independent review of the SFA to make it more accountable.

• A group of shareholders of Celtic PLC acting in terms of Resolution 12 of the Celtic PLC AGM of 2013, have been pressing the SFA for over two years for a satisfactory explanation of their administration of the UEFA licensing process in 2011. In the absence of any meaningful reply they have now taken up the case with the UEFA Club Financial Control Body.

The TOG report highlights the financial cost over a decade to the British Taxpayer in Millions of pounds. The cost to Scottish football in terms of the loss of trust placed in the SFA to govern the Scottish game with integrity is incalculable.

Football fans everywhere are invited to read this important report into the game in Scotland.”

Our game suffers from a perceived lack of oversight, accountability and governance; fundamental requirements in modern sport which have been painfully lacking across world football for decades.  Uefa now have an opportunity to measure where Scottish football, and their own processes, are on these metrics.

    What ever had gone before, the letter from HMRC 5 May 2011 was the start of a new and final process.

     

     

    New deadlines were given for agreement (16 May) and then for payment ( 30 days from agreement)

     

     

    No mention made of Regulation 80 in this letter, which was to all intents and purposes, a final demand.

     

     

    HMRC even mentions the potential ‘take over’, but even allowing for that, don’t want to “let things drift any longer”

     

     

    I know the ‘dirty has been done’, but it may not have been done by the SFA, even with their dodgy reputation on other matters.

     

     

    The blame may squarely lie with MIH, RFC and Whyte – others may have been “duped”.

    Wee story from Hols, watched Champions League Final in a restaurant in Croatia, there were a few local lads in their late twenties watching as well. After penalty shoot out had a few words with them, they were Hajduk Split fans, they asked me who were my team, when I said Celtic, there were high fives & beaming smiles all round, they were also Celtic Glasgow Fans and advised that Celtic were very popular in Croatia and that many venues showed Celtic Games, They apologised about Jelavic, seemed very genuine lads.

  6. Reading back last few posts, take it some were directed at me, though I was not mentioned directly.

     

    For the record and third time I have posted it, I applaud the efforts that Resolution 12 Team including Winning Captains. My only only criticism was some of the cryptic posts.

     

    In referring to waiting another 48 hours , I was only referencing one the Requestioners, Auldheid, who highlighted we have waited three years and what would another 48 hours, I have had and do have faith in the Resolution 12 Team…three years, 48 hours. I have taken umbrage to what some of Winning Captains said in his post to me, even though I recognised the sterling work and only criticised some cryptic posts.

     

    Ironically what I have done is galvanise the Celti Family behind one of the main Players/Drivers fair enough.

     

    For any of you who think I was criticising Winning Captains for his efforts I hope I have clarified I was not.

     

    If either Winning Captains or anyone wants to communicate with me on Resolution 12 offline feel free to e-mail, text or phone. Winning Captains and some of you have my details. Those of you that don’t, Paul will oblige.

     

    Perhaps time for me after all to flounce until and if Winning Captains comes back.

    Met you once and shrinking violet was not my impression, though you did shite it according to sannabhoy, ;) just to let you know you were not the focus of my ire, it was a general lash at everyone who had a go at WC for trying to keep an interest on the big issue.

     

    WC has learned a lot through this experience, want to see what he got from the seasoned campaigners, this is toffee but he kept focus on the target and got people emotionally involved like yourself, to the point their expectations were now considered unrealistic. If you don’t expect anything you’ll get what you expect, if you don’t ask you’ll no get.

     

    Raise expectations and demand answers when those expectations are not met, at least that’s how I see it.

     

    Aye I’m another bam but I know what I want and I’ll make it hard for anyone who tries to dictate what they think I deserve… Blah blah blah :)

    Mine was more scatter gun approach to all criticising, and not just today, a day of achievement for the guy, and more criticism comes his way.

     

    I thought he deserves more from us all tonight.

    But I have always feared that the board would shoot them all in the back.

     

     

    I hope I am wrong but I don’t think I am.

     

     

    All those season books in the bank. The board therefore could give two hoots about us again.

     

     

    I only hope we learn from this as a support and it galvanises us to take action to remove this corrupt board.

    Chap there are few on here who would dispute you being a good Celtic man…..but there is a pack mentality on this site who appear to demand “Instant Enlightenment” ( including VAT?)…….and we have had superb communication from the Fab 4 for months about the difficulties/hurdles/legals and now the bloody Post!

     

    But can you get off their backs and recognise this is a “Long Game”….answers and solutions are not automatic because its very complex…

     

    So wee chill pill …nobody is on your case but equally cut some slack….

    Since you reposted part of my posts with W.C., which of course is fine, May I clarify that my conversations with W.C. were polite and courteous. It would annoy me if anyone mistook them as anything else.

     

    Obviously things didn’t quite go to plan, but media and press are now asking questions to Regan, even if they are one sided and ill informed.

     

    Lennybhoy and anyone else for that matter have the right to ask questions or give an opinion. W.C. has the right not to like it. It’s a blog. Anyway, my health has been poor recently, so I better head off to bed before I get verbals, In a nice way, from my wife who has put an enormous amount of time and effort into helping me recover.

    Croatia is 86% at least nominally Catholic and many do associate a bit with Celtic although they are much more interested in Italian, English or German teams.

     

     

    Many were not pleased with Prso and Jelovic for their choice of club.

     

     

    Last time I saw Jelovic was at midnight Mass in 2011 just before he went to Everton .

     

     

    I still can’t take to Hajduk or Zagreb. I prefer Istra1960 who play in green and yellow. Small town club but very friendly.

     

     

    Hope that you enjoyed Croatia.

  21. The Res 12 team have done great to take it to the stage they have. By and large all Celtic fans appreciate their efforts. However I would break it down as follows

     

     

    A sizeable chunk believe there will be a positive outcome and the crowdfunding supports this

     

     

    A sizeable chunk admire the Res 12 gang, support them even tho they don’t expect to win the CL

     

     

    A tiny minority are shooting at Res 12 individuals because —- well it’s not exactly clear even to themselves

     

     

    So plaudits to the Res 12 Team and all who supported and will continue to support them —the Celtic way.

     

     

    However putting all this aside the major disappointment I have is with Celtic and Lawwell. Fergus would have went for the jugular and succeeded. Fergus was not running for election ; his own money was on the line and he was a tough son of a bitch — even towards Celtic businessmen. He would not have blinked in going after Peat , Ogilvie or Regan. He would take them out in a heartbeat. Lawwell is always playing politics and protecting his own backside first. He has history for using people and playing the game. I may be wrong , however I am off the opinion he has played his usual double agent game here. If Celtic come out and state their position unequivocally one way or another ( eg answering STV questions directly ) then I will change my mind.

     

     

    In my view Lawwell convinced the Board to follow his approach and let sleeping dogs lie as there was £10M per annum at stake. He behaved like an accountant – not an owner like Fergus or supporters like the Res 12 Team.

     

     

    Anything Lawwell does now is 4 years too late —- altho would be helpful.

     

     

    If the Res 12 guys achieve all the objectives —- it will be akin to TIAR.

  26. I did Jim, was based in Marskaka, I was on an organised tour which took in Dubrovnik, Split And Medjugorge.

     

    Had a great trip, the Travel Agent who personally led the Tour turned out to be another Celtic Fan originally from Coatbridge.

    You quite obviously don’t get it or anything that happened but in the interest of education I will persevere, the introduction of Regulation 80 is the introduction of the tax evasion recovery process.

     

    No matter how amicable HMRC appear to be, after Regulation 80 has been implemented, the process is a one way street, tax evasion is a crime and HMRC will now dictate the terms of remission. If you do not comply with those terms the sheriffs officers will be at your door.

     

     

    Now remind us all, how did that all end ?

     

     

    Pish about, maybe you will earn enough, by cheating for a place in Europe, will cover the Regulation 80 determinations and penalties but regardless. HMRC will be sending the sheriffs officers to your door by the dates dictated by the Regulation 80 procedures.

     

    Good luck with cheating UEFA, we mean that most sincerely probably the only chance HMRC has of being paid.

     

     

    Now Mats..,

     

    You obviously have another interpretation of Regulation 80, please enlighten us all on how a deceleration by HMRC that evasion recovery procedures are being implemented, is somehow an ambiguous statement of intentions ?

     

    And keep it simple please, I don’t want to miss anything.

    Then it came to me… why it was bugging me so much.

     

     

    It’s this. Why are the BBC implying Charles Green bought Rangers Football Club.

     

     

    Now there are a lot of Rangers Club continuity myths and legends out there but NONE to my knowledge have suggested that Charles Green bought Rangers Football Club.

     

     

    Even CG himself never claimed that…

     

     

    He claimed he bought the Assets, which is generally agreed.

     

     

    He claimed he bought the Players contracts, that was heavily disputed.

     

     

    He claimed he bought the History which was, well, quite surreal.

     

     

    But even Charles, Never ever claimed he bought Rangers Football Club.

     

     

    Why are the BBC stating that Rangers Football Club was bought “out of administration”, this is fabricating a NEW lie.

     

     

    It is certainly a bigger inaccuracy than the one originally complained about.
