The premier business paper where Uefa is headquartered in Nyon, Tribune de Geneve, today ran an advert, paid for by public subscription, questioning the governance of Scottish football.

The advert asked readers to reference The Offshore Game report: Doing SFA for Fair Play and explained some of the issues governance, accountability and oversight in Scottish football.  It reads:

“A report by The Offshore Game (TOG), an arm of The Tax Justice Network (TJN), has highlighted examples of poor SFA governance in respect of:

• A Commission established in 2012 by the Scottish Premier League to investigate the use of employee benefit trusts to reduce the tax paid to HMRC by an SFA member club where the SFA provided key testimony which is now being questioned.

• The processing of a UEFA Licence in 2011 by The SFA when Court Officers called to collect overdue tax from a member club between Champions League and Europa League qualifying games. Proving there were no overdue and unpaid taxes was a condition of granting then retaining a licence to compete in both UEFA competitions. The tax concerned was never paid!

• The SFA have neither commented on the TJN report nor attempted to address the issues it raises. The TJN has called for an independent review of the SFA to make it more accountable.

• A group of shareholders of Celtic PLC acting in terms of Resolution 12 of the Celtic PLC AGM of 2013, have been pressing the SFA for over two years for a satisfactory explanation of their administration of the UEFA licensing process in 2011. In the absence of any meaningful reply they have now taken up the case with the UEFA Club Financial Control Body.

The TOG report highlights the financial cost over a decade to the British Taxpayer in Millions of pounds. The cost to Scottish football in terms of the loss of trust placed in the SFA to govern the Scottish game with integrity is incalculable.

Football fans everywhere are invited to read this important report into the game in Scotland.”

Our game suffers from a perceived lack of oversight, accountability and governance; fundamental requirements in modern sport which have been painfully lacking across world football for decades.  Uefa now have an opportunity to measure where Scottish football, and their own processes, are on these metrics.

    First up, let me just say that everyone has expectations regarding Res 12 ,and some are positive and some are not. Some think that justice will never be done properly, others can see the events of the last couple of years as wrecking the idea of “the all powerful Rangers.”

     

     

    I come down in the latter group. I grew up watching that mob win 9 in a row; those were my teenage years as a Celtic fan, and it should have psychologically scarred me.

     

     

    But the more I looked into how it had been achieved the surer I became that it couldn’t last. A club built on debt? Those years of pain we went through … their “great years” … all built on sand, I’m afraid, and they will never again be able to look back on them with the pride and joy with which we can look back on ours.

     

     

    That glory cost them. It continues to cost them.

     

     

    The hurting isn’t over. It’s barely begun.

     

     

    They face years more in the darkest part of our shadow. Years more. An entire generation of them will know how I felt, but the difference is that there’s no Fergus waiting in the wings to raise them above it. They either change, change utterly, or their NewCo will die like the old one did. Eventually enough sense might prevail that they can rebuild enough to get near us again.

     

     

    Those who say we’ve been defeated because a version of them is in the top flight :) Relax brothers, because a version of them was always going to re-appear but that version will be weak and skint and struggling and we’ll get to enjoy something infinitely better than the steep fall into darkness.

     

     

    We get to watch them suffer the Death of a Thousand Cuts.

     

     

    Much more fun!

     

     

    And as the notion of their invincibility on the field will be eroded by the immutable law that the strongest thrive and prosper, so too will this idea of their pre-eminence off the field too. They are no longer as built in with the establishment as they once were. That establishment has changed now, and as anathema as Scottish nationalism is to many on this blog … think of how they feel.

     

     

    Their entire identity is wrapped up in that bastard flag. And the country they live in is moving towards ripping it down … forever. Everything’s slipping away from them.

     

     

    When I tell you Celtic’s “failure to act” up until now isn’t based on weakness or fear, I mean it. Because we’re not weaker than them, and there’s no longer anything to fear.

     

     

    This is about tactics.

     

     

    More, it’s about strategy.

     

     

    Those who’re concerned, learn the difference. That’s not a dig. Just step back from what you think you see and look at the bigger picture.

     

     

    You’ll love it. Believe me.

    I also have no faith in the current board and when shareholders and Res12 bhoys and CQN funded adverts have to bring a plc board on line, kicking and screaming, my thoughts are that the plc board have out lived their usefulness and effectiveness, but they are needed in the short term to get this over the line, IMO.

     

     

    Perhaps they will learn from this and adapt, but to move forward I would suggest fresh blood is required.

    Personalities don’t really influence my sense of justice, you’d have seen that if you’d been paying attention, I’ll turn on anyone I think is wrong and their coalescence to my views doesn’t hold much loyalty.

     

    In shugs case, we are on the same wavelength and chances are I’ll be there before you.

    One thing that James Forrest has understood that I have tried to hint at (karma) is beyond the expectations of the Res 12 guys. They may have struck gold completely by accident.

     

     

    I told them where my focus was – on the same club myth.

     

     

    I met the SFA. Now go read James on the Agm today.

     

     

    Then bring in Uefa, the Res 12 submission brilliantly prepared by BRTH….

     

     

    Then back to the SFA who in drawers sits the notorious 5 Way Agreement.

     

     

    It’s karma and they know it.

    It’s really bizarre. It said the club AND assets were bought.

     

    Surely if the club had been bought, then the assets (owned by the club) would already be there! Total garbage.

     

    The BBC seem to be able to report the facts about Darlington, Hereford, etc. Are they saying they are breaking their own guidelines when they do this?

    Have you been at the forefront, availing of your own time and freely giving thereof? Contributing YOUR expertise and intelligence to progressing Res12?

     

     

    Or, like me, is the only thing you’ve done is contribute financially?

     

     

    Or perhaps your only contribution is to naysay and deride the Res12 or worse, those who are actively engaged in getting it to the attention of the highest football authority.

     

     

    Whichever category you belong to, what rights do you think this confers on you?

     

     

     

    Honestly, what is wrong with some people?

     

     

     

    To those in the first category, other than financially, my only other contribution would be to thank to each and every one of you. No matter what results are achieved, they are only possible because of you.
