Criminal Justice Information database, where the missing data can be found

Following yesterday’s article on the cosy relationship between the police and Scottish Government, who are alarming a remarkably wide range of society, a flurry of information has been passed back to me, including the following notes on the Integration of Scottish Criminal Justice Information Systems (ISCJIS) database.  The First Minister has stonewalled requests to breakdown religiously aggravated crime, claiming the Crown Office have destroyed their records, but my source suggests the information is available for analysis in the ISCJIS database.  I’m told:

“The material stored (in the ISCJIS database) ranges from simple conviction records, to DNA, and social status. The data is used primarily for presenting Criminal History in court cases, and in identifying suspects in criminal investigations. It is also used of course to measure the social impact of changes in Legislation and Enforcement Policy, as evidenced by the current furore. It will also be used to predict the impact of such changes, particularly as regards Equality and Diversity impacts, which is a statutory requirement of any proposed Legislation.  You see, the ‘missing’ data is actually necessary in predicting the impact on Equality of the Offensive Behaviour Bill.”

“Essentially, if you want to know how many Section 74 Breach of the Peace convictions (Aggravation for Religious Prejudice) or even charges, there were at a given point in time in a given court, you simply search on the Breach of the Peace Conviction Code and add the modifier code ‘P’ indicating Religious Aggravation. All such offences are then returned, with full access (rights permitted) to the Reports and Case Notes.”

To assist the First Minister, below is information on what the enquiry form he has to complete looks like.  This is a link to the operation manual and if he’s really stuck he can call the helpdesk on 0141-585 – 8333.

We can only speculate why the authorities are so reluctant to disclose information on, on a subject so close to their hearts.

OFFENCE AGGRAVATION
DEFINITION: The code for a crime or offence that adds to the Offence Code by highlighting particular circumstances relating to the specific incident as opposed to the actual charge.
DATA ITEMS: Crime/Offence Aggravator.
PERMISSIBLE CHARACTER SET: Code field – Alpha or Zero.
RANGES/VALUES: The code field is 1 character long and consists of an alpha code, which identifies the Aggravation to the offence committed. It is possible that a charge can have a combination of up to 6 aggravations. An aggravation description may be held in a text field within individual systems and will be an automatic expansion of the Offence Aggravation code into text to specify the nature of the Aggravation.

OFFENCE MODIFIER DEFINITION: The code for a crime or offence which provides additional information for the specific incident as opposed to the actual charge.

RANGES/VALUES: The code field is 4 characters long and consists of an alphanumeric code, which identifies additional elements of the charge. The code will consist of an alphabetic character followed by 3 numeric characters. If no modifier exists, 4 0’s (zeroes) characters will be transferred. An Offence Modifier description may be held in a text field within individual systems and will be an automatic expansion of the Offence Modifier code into text to specify the nature of the Offence Modifier.

    An independent Scotland makes sense to me but the SNP have blundered here.

     

    Scottish Labour would certainly not tackle the real sectarian issue .

  7. LEADING lawyer Paul McBride last night offered to take on Vladimir Romanov for FREE – and help save Christmas for Hearts’ skint players.

     

    Scotland’s top QC made the staggering offer as the Tynecastle club continued to reel from the financial crisis which has now seen Paulo Sergio’s top team stars go almost a month without being paid.

     

    Record Sport revealed yesterday how the players are ready to hire their own brief in a bid to force Romanov to stump up wages or let them rip up their contracts in January.

     

    Now McBride – who commands up to £5000 a day – says he’ll represent the players for free.

     

    He said: “These players have been doing their best for the club and fans in a terrible situation.

     

    “Christmas is coming, many are not on high wages with children and families to look after. It’s the least I can do to help.”

     

    The next set of monthly pay packets are due on Friday but sources at the club admit there’s little prospect of the £216,000 wage bill arriving.

     

    That means the players will have gone without any pay for November and December – receiving just a £1000-a-head emergency handout from the club.

     

    It’s understood some players are even considering taking second jobs to help get themselves through the festive period.

     

    Record Sport has learned that boardroom level talks are ongoing on a daily basis between Hearts and parent company UBIG.

     

    But although Romanov is in charge of both, UBIG’s directors are refusing to bankroll the wages – and the Lithuanian hasn’t ordered them into action.

     

    The players’ plight has been made worse by what they perceive as a lack of guidance from their own union, the SPFA.

     

    They want to know their legal position and at what point they’d be entitled to quit the club.

     

    If Romanov continues to stall on his promises, many of the players will look to terminate their deals in time to allow themselves to move as free agents in January.

     

    McBride said: “The club is in breach of contract and the players could go at anytime.

     

    “Alternatively, the players could have the club’s assets seized in the same way as some former directors did recently when they were in dispute with Rangers.

     

    “The players wouldn’t be picking up the costs, that would be the responsibility of Hearts because what they have done to their employees is completely and utterly unacceptable.”

  12. I don’t know what to make of this action by the board as yet, but it looks as if they have an agenda against the Green Brigade.

     

    If they do they are tearing at the heart of the club, what do they expect to gain?

     

    The GB have already shown they can rise above this, when sining at the last couple of games they haven’t sung the so called illicit chant, just stopped singing and said “shhh”, if all the authorities can find is one chant, illicit, it UEFA terms, then we don’t have far to go to negate their attempts at criminalising and marginalising our support. The Green Brigade should be celebrated as a credit to the club, not castigated by the club.

     

    I was in section113, very close to the GB at the Madrid game, they were relentless, noisy, energetic, supportive of the team,and an absolute joy to be close to. You could see lots of people wanting to get involed. They don’t just add to the atmosphere, they add to the spectacle, the experience of supporting Celtic, the only critism would be I didn’t sit down for the whole game(old legs couldnae take it)

     

    What we need from the club is clarity, will we get it, or will there be more,” everyone nows the songs we’re talking about”.

    Radio Scotland just now. Debate about the new bill. Les Gray just admitted prior to going to the news that the Huns were singing the ‘usual songs’ all the way through the game at Easter Road. No-one asked him why no arrests were made.

  16. Romanov has paid his tax why has Paul Mc Bride not intervened on behalf of HMRC to get the PAYE and NIC that Craig Whyte has not been paying ?

     

     

    If Romanov had done the same as Whyte he could afford another four months worth of wages.

  17. Have to say after the Board’s latest shamble I start another day feeling thoroughly disgusted with them; I think more sickened and angry than I have ever felt.

     

     

    There is only one way to get through to Lawwell and these muppets. Stop spending money and drive down revenues. No more buying Celtic merchandise; stop buying strips, programmes etc. They have trodden over the fans in an unbelievably insulting manner.

     

     

    I am truly disgusted by them and will not spend another penny that assist Lawwell collect his bonus.

    My poor response (iyo) was due to me holding the view that I accept the clubs statement on the matter, they were shown and accepted the evidence. So to use your analogy, they saw the knife and thought it prudent to accept the punishment.

  22. Noticed a beauty from hamza Yousef this morning on Radio Scotland. When challenged that people need to know what they can and can’t sing he responded (I paraphrase):

     

     

    “They know what you can and can’t sing. If you give them a ‘naught list’ they’ll just change the words and the tune.”

     

     

    Er excuse me but if the words are changed to something that’s not offensive that’s a different song. Also since when could a melody be offensive?

    Thanks for the reply last night. Whilst I have always known some pubs show 3:00 games it was a surprise to see them openly advertise the fact even (probably illegally) using SKY & ESPN logos on the their publicity material.

     

     

    The genie is out of the bottle and it will be hard to put it back in!
