The proposed SFA rule change, that clubs must conduct an investigation into prospective new owners, went through unopposed at the Association’s AGM, currently underway at Hampden. No formal rules must be observed during this investigation, not even the ‘Gandhi criminal rule’ postulated by (still) SPL chief executive, Neil Doncaster, so a club can look into the matter as deeply as they see appropriate and the former owner can claim he was “duped” after the money appears in his bank account.
This does not strengthen efforts to keep unfit people from owning Scottish clubs, if anything, it provides errant clubs with a defence. Previously it was explicitly the club’s responsibility to ensure owners were fit and proper, now the club’s responsibility is limited to carrying out an unspecified value judgement. Tune in soon to hear “We carried out an investigation consistent with best practice, why punish us?”
In this instance, value judgements are worth as much as Ibrox valuations. It’s not the rules that are wrong, the only problem is one club didn’t respect the rules and doesn’t like the medicine.
No mention yet of the dark Fifa cloud hanging over the Association. Perhaps it’s slipped their mind.

ALLY McCOIST last night admitted he feels helpless as his Rangers squad becomes prey for English clubs taking advantage of the Ibrox financial meltdown.
The manager is desperate to offer new deals to Sone Aluko, Andy Little, David Healy and Salim Kerkar, who are now free agents, but has been unable to do so while the Ibrox club remains in administration.
Aluko’s sensational form at the end of the season will make him a target for clubs down south when he returns from international duty with Nigeria, while Northern Ireland duo Little and Healy have spoken about their frustration at hearing nothing from Rangers since the end of the season.
McCoist shares their feelings – and is bracing himself for losing the trio as well as some of the seven first-team stars who have negotiated cut-price release figures in their contracts to compensate for taking massive pay cuts in the last three months of the season.
The Rangers manager said: ‘At the moment I can’t make them offers. That makes me feel helpless to a certain extent.
‘These boys deserve contracts and I want to give them something but right now I have not been given the go-ahead to do so.
‘As soon as I am in the position to do that, I will.
‘But I am well aware it could be too late.
‘These lads have to look after their careers and the well-being of their families.
‘If they get offers from elsewhere at a time when we can’t give them anything, then of course they have to do what is best for themselves.
‘There’s nothing I can do about that. But as soon as I’m in a position to do something about it, I will. If it’s not too late in some cases.’
Meanwhile, Steven Naismith’s agent has denied West Ham made an approach to take the Scotland striker for the £2million fee that would trigger his release.
The newly-promoted Hammers were reportedly ready to do a deal but agent Russell Kyle said: ‘I can say categorically that we have had no contact with West Ham and that no one from Rangers has been in touch to tell us Steven has been the subject of an inquiry from them.
‘Steven is on holiday and his primary concern is returning to Rangers and being fully fit for the new season.’

FRASER FORSTER is set to commit his long-term future to Celtic today.
Celtic have already agreed a fee of around £2million with Newcastle United for Forster — who spent two seasons on loan in Glasgow.
And agent Mark Curtis told SunSport he hopes to thrash out personal terms within the next 24 hours.
He said: “I will call Peter Lawwell on Thursday and arrange a time to meet and try to finish things off — we need to. Fraser’s been away but I spoke to him and know where we need to be. I will now arrange to meet Peter.”
This will be a huge boost for boss Neil Lennon — who made Forster his main priority this summer.
The 24-year-old was linked with QPR earlier this week, while West Ham were also understood to be tracking him.
But Curtis said: “Other clubs are not in his mind. Does he want to stay at Celtic? Yes.”
Lennon had a dig at agent Curtis in May and accused him of messing Celtic about over Forster’s negotiations.
But he is now on the verge of getting his man as Celtic step up plans for a shot at the Champions League this season.
Meanwhile, the Hoops have confirmed participation in another glamour pre-season friendly.
The Scottish champions travel to The Netherlands on Saturday July 21, to face Dutch giants Ajax.
Managed by ex-Rangers star Frank De Boer, the Amsterdam club are Holland’s most successful side, and are holders of the Eredivise title.
They have lifted the European Cup four times, making them one of the most successful football clubs on the continent.

I see that Neil Lennon has been prominently mentioned as having been one of several high profile claimants who have just lost a tax case in the High Court.
It is in respect of tax relief claimed over in investments in a technology fund in the early 2000s.
I am sure our friends in the MSM will pick up on this.
