The simple (fair or otherwise) explanation is that players in the EPL (or even Champioship) command a higher value than players here, regardless of ability. Look at how Fletcher went from £3m to £6m then £12m in a couple of years.
A good sell-on clause for Victor is essential – even worth sacrificing £1-2m on the current sale. If he was to be sold for £20m and we got 20% that’s £4m.
