A Uefa compliance officer will visit the Scottish FA early next week after European football’s governing body were asked to look into what was happening inside Scottish football by people within the German game. Scottish football has been rocked by allegations of improper registration of players for over a month now. The SFA recently concluded an inquiry into Rangers without reference to the allegations while the Scottish Premier League have announced an inquiry, but indicate it will not report anytime soon.
Although the allegations have consequences beyond the SPL, including international and European football, the SFA have failed to actively address concerns which could see 12 years of football results rewritten, prompting interest from Uefa.

Good piece on Athletic Bilbao. I agree with you also on the beacon they light over cynical financial doping. I was in Lisbon in 1967 and remember the thrill of those times when our dear Celtic lit a torch across Europe with their fast, open attacking football. We badly mismanaged our subsequent European adventures. We should have achieved so many more honours.
Watching Bilbao over both of these games was an inspiration and so reminiscent of those 60s-70s Celts.
I was thinking tonight. I bet Neil, his management team and the players have watched those games and I hope they believe that something really important is being built in Glasgow.

Criminal Law
Amongst others, a compliance officer’s typical duties include the prevention of crimes according to the Penal Code (Strafgesetzbuch, StGB) and the extensive supplementary penal provisions outside the Penal Code from within the company. Therefore, the compliance officer is qualified and obligated to protect legal interests which could potentially be affected by the company. There are many examples for this, such as
Protecting the competition from cartel agreements
Protecting business partners – and indirectly the competition – from corruption
Protecting customers from unfair business practices and dangerous products
Protecting company employees (safety at work, data protection, co-determination).
These examples have in common that third party legal interests are at stake here, not the company’s legal interests. Accordingly, the company cannot dispose of these, rather, it must protect these legal interests and prevent legal injuries. As a result the compliance officer often only indirectly protects the company itself, such as in the prevention of pecuniary fines or damage to the reputation. The compliance officer’s main focus is the protection of third parties and the public from the company or from within the company. Therefore, the compliance officer deals with the defense of dangers in favor of third parties and the public.
By assuming the contractual (employment) duties to prevent dangers, which could affect third parties and the public through the company, the compliance officer is a guarantor within the criminal law meaning, Section 13 StGB. This means that compliance officers must actively prevent statutory violations at the expense of third parties which they notice, as they are obliged to do just that. If they neglect the obligatory intervention then criminal and civil liability are impending.

Thomson thinks this is THE biggest scandal in sport – and that is why he’s in it for the long haul. The phrases ‘succulent lamb’ and ‘the SFA/Rangers revolving door’ are now no longer the preserve of blogs like these – they have appeared in the UK media.
It can take a while to get up to speed on something we have been familiar with for a long time so please be patient my good man.
