Uefa compliance officer set for SFA next week

618

A Uefa compliance officer will visit the Scottish FA early next week after European football’s governing body were asked to look into what was happening inside Scottish football by people within the German game.  Scottish football has been rocked by allegations of improper registration of players for over a month now.  The SFA recently concluded an inquiry into Rangers without reference to the allegations while the Scottish Premier League have announced an inquiry, but indicate it will not report anytime soon.

Although the allegations have consequences beyond the SPL, including international and European football, the SFA have failed to actively address concerns which could see 12 years of football results rewritten, prompting interest from Uefa.

No Pasaran! Exhibition at Motherwell Heritage Centre

Well worth a visit, to show your support

    http://www.northlanarkshire.gov.uk/i…rticleid=23622

    No Pasaran!

Lanarkshire salutes its International Brigade volunteers

A new exhibition on the Spanish Civil War and the contribution of local volunteers has opened at Motherwell Heritage Centre.

The exhibition, titled ‘Antifascistas – British and Irish Volunteers in the Spanish Civil War’, will also act as a focus for local efforts to remember those from the area who signed up for the fight against fascism.

Memorial campaign organiser John Milligan of Motherwell said:

“Many volunteers from our own communities in Lanarkshire joined in the fight against fascism and the defence of liberty and democracy. Their inspirational example will be remembered through the generations. Work is underway being done to organise a memorial in recognition of the commitment and sacrifice of all those involved. We should be proud that we can identify with these exceptional men and women”.

John continued: “To help us reach our goals, we have set up the No Pasaran Memorial Committee for North Lanarkshire. No Pasaran was the acclaimed slogan of those who fought against the fascists in Spain. The name itself reflects the determination of the time and our local association with the struggle. To help, or find out more, please e-mail the committee at no.pasarannl @yahoo.co.uk”.

North Lanarkshire Museums collections and exhibitions officer Clare Weir said: “We are delighted that the heritage centre has been chosen as one of the venues for this fascinating exhibition from the International Brigades Memorial Trust. Lanarkshire folk made a strong contribution to the cause of freedom and we wish John every success with his campaign for a Lanarkshire memorial”.

The exhibition runs on to 31 March and is open Wednesdays to Saturdays from 10am to 5pm. Admission is free.

Its obvious Whyte was coached by Murray Mints on Ticketus.

I suspect that any SFA punishment will be procrastinated till after the huns

game with St.Mirren on April 7th. Then in a false sense of outrage the SFA will

deduct a million points for all the hun cheating going back to 1996. Since it will

be after the split the huns will finish 6th and Dunfermline and Yorkston will

take it up the arse and be relegated for the benefit of their masters.

This will just be a ploy to see if HRMC piss off and leave the huns alone w/their local Scottish hun afficionados waiting to see if they can scarper off behind the bogs till next season. Only external forces will clean the gutters here. UEFA maybe and HRMC maybe or their respective legal representatives maybe. If not then its hunscumbagmanship in 2013.

If we are correct and our Roddy is correct, then the disparaging language used so far to describe the person who advised MBB, will have fallen far , far short of being adequate.

It also means that the untangling of the whole sorry mess, which is essential before anyone can salvage a viable football club from it all, has just become much more difficult.

  10. Setting Free the Bears, if your going to be so arrogant as to dismiss me as the creation of some far right nut job ( The Fake Deceptive) then please at least point out where I have erred with my historical facts.

You claim your a left winger but your superiority complex and over focusing on the quality of grammar a person produces makes lie to that fact, true left wingers like myself believe every one is equal even if a comma is out of place. Plus at no point is any of my contributions illiterate, although maybe by your illustrious exacting standards I am….

So that just means you have a very strong grasp of prose, we can’t all have that same command of the language as you, and the point one tries to make is more important than the quality of prose they use to make it, style over substance and all that.

I actually find it funny that you can be so paranoid not to take me at face value. I dislike the fake deceptive because he is a no nothing pretentious wannabe Hitler clone, and I am beginning to think your not as clever as you think you are if you think I am his creation.

I am a different person from him and I think most people would realize that, in fact he is all that is wrong with the world and I am all that is right with the world (the world only works through compassion and the interdependence of all of us) .

I still believe in total redistribution of wealth sadly we can not engage large swathes of the population with an interest in politics and a passion for the correct wing of politics. Left is best, Right is wrong. I only tell you this to stop wasting your time with false conspiracy theories so you can focus on our real enemy and that is SFA/Rangers and the multitude of real wrong doings committed which are not conspiracy at all.

I have to admit that I am going to be in Chicago on St Patricks Day.

Sadly, I will be attending the funeral of an old friend.

He and his wife treated my eldest like one of their own, when he first came over to the States to play college soccer. My friend was a High School Biology teacher in Chicago, and when he retired from that he ran a couple businesses from his house. Just one man businesses, but he worked hard, was honest, and was always there for his friends.

So instead of being downtown and watching the parade and the Chicago River running green, I’ll be in Roselle thinking of a friend, in whose company I should have spent more time.

    Night Donny, take care.

Lord Reid (the heed), former new Labour enforcer, chose the recent debate on electoral registration and reform to ask: “Is the minister aware that the best protection against misuse or fraud on cyber issues is biometric protection?”.

The one-time home, health, defence and Northern Ireland secretary went on: “It is…about protection of the individual.” But he forgot to mention that in his case it was also about plugging the biometric wares of his employer, G4S.

The UK security giant put Reid, now a director, on the payroll at 50k pounds back in 2008 when he was a back bench MP. As G4s says: “A card can be duplicated or stolen, but a unique physiological characteristic cannot. ” Or as Reid told his fellow peers: “With identification by your own iris or fingerprints, no one else can pretend to be you.”

    G4s must have been delighted.

Not content with running immigration detention centres and escort services, Security giant G4S (who also secure Ibrox) is on the verge of securing lucrative contracts for housing asylum seekers across the North East of England and Yorkshire – to the concern of academics, lawyers and others.

The company has a worrying history in relation to its treatment of asylum seekers. Not only have there been complaints of assault and racism in its detention centres, last year G4S also lost its asylum escort contract

following a litany of cases of abuse and racism culminating in the death of an Angolan man, Jimmy Mubenga, who was being deported. (The director of public prosecutions is still considering whether corporate manslaughter charges could be brought against G4S.)

Campaigners argue that G4S is hardly a suitable organization to provide homes for traumatised and displaced families. John Grayson, a researcher and academic who has raised detailed concerns over the plans with the

ministers, says that not only will the change involve further disruption for vulnerable families, it will also be viewed as a simple extension of the “immigration and detention estate”. Many of the tenants will have already

experienced “uncomfortable” encounters with G4S, either through escort or detention center staff.

He argues that it looks like a cynical move designed to deter people from seeking sanctuary n the UK.

He could be right—-the other preferred bidders for contracts in the rest of the country happen to be Reliance Security and Serco.

  17. Is it possible that the infamous “f**k uefa” banner has helped here? Their enquiry into that could have uncovered that we Sang “f**k the SFA” at every game that season…that must leave some in Geneva wondering why…

Will the compliance officer be reporting back to UEFA Club Financial Control Panel?

    http://www.uefa.com/MultimediaFiles/Download/Tech/uefaorg/General/01/64/93/52/1649352_DOWNLOAD.pdf

The Club Financial Control Panel is composed of qualified experts in the financial (e.g. chartered accountants, auditors) and legal (e.g. qualified lawyers) fields. It is composed of a chairman and up to ten members. It elects two vice-chairmen from among its ranks. At least four of its members must be financial experts. The chairman and members of the Club Financial Control Panel are appointed by the UEFA Executive Committee on the proposal of the UEFA President. They may not be members of the Executive Committee, the UEFA Organs for the Administration of Justice or any UEFA committee specified in the UEFA Statutes and may not hold any position in UEFA’s member associations, leagues or clubs.

The Club Financial Control Panel: a) selects, conducts and/or decides on compliance audits as defined in the UEFA Club Licensing and Financial Fair Play Regulations in order to ensure that the licence was correctly awarded at the time of the final and binding decision of the licensor and that the clubs have fulfilled their obligations as defined in the UEFA Club Licensing and Financial Fair Play Regulations; b) governs the club monitoring process as defined in the UEFA Club Licensing and Financial Fair Play Regulations and in particular assesses the information prepared by the licensee and submitted by the licensor, considers whether this is appropriate and determines whether each monitoring requirement has been met and what further information, if any, is needed. For this purpose, the Club Financial Control Panel may, among other things, assess: a) whether the club’s financial information is exhaustive and reflects its financial situation as a whole (e.g. in cases where the club is organised as a group); b) who is the ultimate controlling party of the club; c) whether the financial statements have been audited by an independent auditor; d) whether the club is a going concern; e) the absence of overdue debts towards other clubs arising from transfer activities; f) the absence of overdue debts towards its employees (including players) as well as social/tax authorities; g) the budgets of the club and its ability to meet its commitments in the future; h) whether the break-even requirement is fulfilled; i) any other topic in relation to club licensing and club monitoring.

The Club Financial Control Panel may also conduct spot checks and/or investigations to ensure that the integrity rules (i.e. rules concerning ownership, control or influence over more than one club) as defined in the relevant UEFA club competition regulations are observed by the clubs.

In carrying out its tasks, the Club Financial Control Panel may: a) summon clubs and/or licensors to a hearing; b) request clubs and/or licensors to provide additional information (such as documents); c) request clubs and/or licensors to meet a specific condition within a set deadline; d) if deemed that an offence has been committed, refer the case to the Organs for Administration of Justice, which shall take the appropriate measure(s) without delay in accordance with the procedure defined in the UEFA Disciplinary Regulations for urgent cases. Decisions taken by the Club Financial Control Panel are only valid if at least three of its members, including the chairman or one vice-chairman, are present. The Club Financial Control Panel decides by a simple majority of the members present. In the event of a tie, the chairman has the casting vote.

  20. Neil Lennon & McCartney on

Just in case the SFA are unsure of their responsibility to UEFA as Licensor in regards to players’ contracts:

(extract from UEFA’s “CLUB FINANCIAL CONTROL PANEL ACTIVITY REPORT 2009”

    http://www.uefa.com/MultimediaFiles/Download/Tech/uefaorg/General/01/76/59/55/1765955_DOWNLOAD.pdf

3.3.2 Lack of clarity concerning the payment date

The Club Financial Control Panel assesses case by case all the situations where the due date is not clearly stated in the relevant agreement. This is particularly relevant in cases of bonuses payable to employees (e.g. an amount to be paid at the end of a season) or in cases of contingency payments arising from transfer agreements (e.g. an amount to be paid should a club qualify for a subsequent UEFA club competition).

Therefore, it is extremely important that the relevant contracts (either transfer or employment) explicitly stipulate the exact due date of all payables. Licensors are requested to inform their clubs that all payment dates need to be explicitly stipulated in the relative contract in order to avoid any doubt as to when these payables are to be considered as overdue.

Allo, Allo Allo, what’s all this then?

Craig Whyte faces one charge of bringing the game into disrepute, and a second of failing to act in football’s best interests or in a proper manner.

rANGERs as a club face those same charges and also three more; namely they failed to observe SFA rules, they did not ensure that their officials, staff and players did so too, and that they went through an insolvency event.

Surely punishment will be a massive points deduction and, irrespective of the SPL “split” considerations, should sent RFCIA to the bottom of the league and virtual relegation.
